Joseph Raz examines and explains the philosophical issues underlying these everyday quandaries. He explores the nature of normativity—namely, the fact that we believe and feel we should behave in certain ways, the reasoning behind certain beliefs and emotions, and various basic features of making decisions about what to do. He goes on to consider when we are responsible for our actions and omissions, and offers a novel account of responsibility. We can think of responsibility for unjustified actions or attitudes as a precondition of the blameworthiness of a person for an attitude or an action, or perhaps for a whole set of actions, intentions, or beliefs. Responsibility for justified actions or attitudes may be a precondition of praiseworthiness. Either way responsibility may point to further consequences of being justified or unjustified, rational or not. But crucially, responsibility attaches to people in a more holistic way. Some people are responsible for their actions, while others are not. In this way, Raz argues that the end is in the beginning, in understanding how people are subject to normativity, namely how it is that there are reasons addressed to them, and what is the meaning of that for our being in the world.

This book presents an extended argument for the thesis that people of the present day are not debarred in principle from passing moral judgement on people who lived in former days, notwithstanding the inevitable differences in social and cultural circumstances that separate us. Some philosophers argue that because we can see things only from our own peculiar historical situation, we lack a sufficiently objective vantage point from which to appraise past people and their acts. If they are correct, then the judgements passed by twenty-first-century people must inevitably be biased and irrelevant, grounded on moral standards that would have seemed alien in that 'foreign country' of the past. This book challenges this relativistic position, contending that it seriously underestimates our ability to engage imaginatively with people who, however much their lifestyles may have differed from our own, were our fellow human beings, endowed with the same basic instincts, aversions, desires and aspirations. Taking a stand on a naturalistic theory of human beings, coupled with a Kantian conception of the equal worth of all human members of the Kingdom of Ends, Scarre argues that historical moral judgements can be sensitive to circumstances, fitting and fair, and untainted by anachronism. The discussion ends by examining the implications of this position for the practice of historians and for the ethics of memory and commemoration.

No belief of science, psychology or religion can ever explain or replace any of these. On this finite planet, population increase has become too serious to ignore. Natural increase seems due mostly to cultural stress and ageing. But serious unnatural population increase is now due to religiously enforced non-birth-control amongst poor and ignorant people. Greedy corporations and developers also encourage population expansion which will ultimately cause the collapse of people-species. For survival of people-species, the current civil process must accept a more localized, traditional and cultural Wisdom, not based upon nor necessarily denying science or religion.
