The Levy Control Framework (LCF) limit is due to increase significantly from £3.184 billion in 2013-14 to £7.6 billion by 2020-21. The funds raised and spent via the LCF will soon surpass DECC's departmental budget. There must be transparent arrangements which ensure that Parliament has adequate oversight of how these funds are raised and spent, particularly in the light of public concern over the cost of energy bills. This report has been produced ahead of Parliament's consideration of the Supplementary Estimates 2013-14 in order to draw to the House's attention the annual derogation obtained by DECC from HM Treasury to remove LCF-related expenditure and revenues from its Supplementary Estimates. The current situation has led to an absence of LCF-related reporting in the Department's end year Accounts. The Committee would like to debate in the House: the implications of DECC's levy-funded schemes along with other government initiatives which affect energy bills but which fall outside of the LCF; and the current inadequate reporting arrangements relating to LCF spending and revenues; and the developing plans for improving these arrangements and enhancing Parliamentary oversight in the future

While this report welcomes the additional investment in road and rail infrastructure projects announced in the Autumn Statement, it expresses concern that the regions are not as well provided for as London and the south east. There are also real concerns about how those projects were chosen. Ministers need to provide much more information about how the department's funding of the Regional Growth and Growing Places Funds has been used. While the presentation of financial information is in a clearer, simpler format than previous years, the key performance indicators fail to show whether the DfT's policies are effective and, overall, the DfT's 2010-11 annual report gives a very thin account of the department's performance during the year. The Department must publish much more information about changes made to its budget within any given year. MPs noted that the DfT underspent on its budget in 2010-11 by more than the budget cuts made during the year. They recommend that the new rail schemes announced in the autumn statement be regarded as additional to those which the Government will agree to fund as part of planning for the 2014-19 rail spending period. Finally, the Committee repeats its call for the Department to publish a national transport strategy to explain what the Government aims to achieve by spending money on transport and how its policies support these aims.

This report (HCP 183-1, session 2007-08, ISBN 9780215520593), from the Treasury Committee, examines the process of counting the population and the problems faced by local authorities in estimating what is a highly mobile population in their areas. A number of these problems became visible during the 2001 Census. The Committee states that the methodology for estimating local populations between each census is not fit for purpose because the statistics fail to take proper account of internal migration. A consequence of this is that local authority funding is based on inadequate information. The Committee recommends that the newly established Statistics Authority should devise a more accurate method to reflect the local population and the effects of internal migration. Further, the Committee raises concerns about the use of the International Passenger Survey in estimating international migration and that a new survey is required to provide a more accurate measurement of international movements. The Committee also states that the development of computerised adminitrative records in the UK requires the Government to put in place strong ethical safeguards to protect personal information. Also the Government and the Statistics Authority need to push ahead with the production of the national address register to underpin the accuracy of the 2011 Census. Finally the Committee believes the traditional census has had its day and the Statistics Authority needs to set out a strategic objective to ensure that the data gathered throughout the UK can be used to produce annual population statistics that are of a quality to enable the 2011 Census to be the last census in the UK where the population is counted through census forms.
