This book explains the foreign policy decisions of Iranian leaders, as well as the foreign policy decisions of its neighbors and major world powers. Iran is not treated primarily as a problem to be dealt with by the United States and its friends. There is an effort to understand not only the concerns and policies of the United States and its allies, but also to understand Iranian concerns and policy. Thus, this book is better able than many others to explain the actions, reactions, and interactions of all the relevant actors and to explore the prospects for future war or peace. Mattair provides a comprehensive analysis of Iran's relations with its neighbors and major world powers. He begins with a review of Iran's foreign relations from the time of Iran's founding in the 5th century B.C. through the Islamic era beginning in the mid-600's A.D., and the native dynasties that ruled in more recent centuries as Iran faced challenges from foreign powers such as the Ottoman Empire and Western colonial empires. The rule of Shah Mohammed Reza Pahlavi, from 1941 until 1979, is analyzed in detail, covering his efforts to deter aggression by the Soviet Union, forge an alliance with the United States, assert Iran's power in the Persian Gulf, and exercise Iran's economic power, particularly through its oil wealth. The bulk of the book, however, focuses on the foreign relations of the Islamic Republic of Iran since 1979, during the time in which Ayatollah Khomeini and his successors have ruled. The reasons for Iran's early revolutionary activism, its antagonism toward the United States and Israel, and its war with Iraq from 1980 to 1988, are carefully examined. Islamist militants based in Pakistan have played a major role in terrorism around the world and pose a significant threat to regional and international security. Although the Pakistan-militant connection has received widespread attention only in recent years, it is not a new phenomenon. Pakistan has, since its inception in the wake of World War II, used Islamist militants to wage jihad in order to compensate for severe political and material weakness. This use of militancy has become so important that it is now a central component of Pakistani grand strategy; supporting jihad is one of the principal means by which the Pakistani state seeks to produce security for itself. Contrary to conventional wisdom, the strategy has not been wholly disastrous. It has achieved important domestic and international successes, enabling Pakistan to confront stronger adversaries and shape its strategic environment without the costs and risks of direct combat, and to help promote internal cohesion to compensate for its weak domestic political foundations. Recently, however, these successes of Pakistan's militant strategy have given way to serious problems. The militant organizations that Pakistan nurtured over the decades are increasingly exceeding its control; continued support for jihad diverts scarce resources from pressing domestic projects, impeding the country's internal development; and the militant campaign's repeated provocations have led India to adopt a more aggressive conventional military posture. As Paul Kapur shows in Jihad as Grand Strategy, these developments significantly undermine Pakistani interests, threatening to leave it less politically cohesive and externally secure than it was before. Thus, despite its past benefits, the strategy has outlived its utility, and Pakistan will have to abandon it in order to avoid catastrophe. This will require not simply a change of policy, but a thoroughgoing reconceptualization of the Pakistani state.

This book compares the performances of four key non-state actors in the Arab-Israeli conflict ecosystem: the PLO, Hamas, Hizbullah, and Amal. It argues that it is not the assets a militant group has, but rather how it acquired them that matters in explaining the variation in these actors' abilities to militarily resist and politically recover from confrontations with far more powerful adversaries. Groups that rely on marketing campaigns to secure local support and regional patronage do far better than those that rely on coercion or even barter. The book develops a typology of organizations based on their foreign and domestic policies, which has interesting implications for other non-state actors, such as ISIS. It is based on field research in Jordan, Lebanon, Israel, the West Bank, Egypt, and Syria, including interviews with members of a range of Lebanese and Palestinian militant groups, as well as politicians, UN staff, journalists, and members of the Jordanian and Israeli armies.
