“Identity politics” is everywhere, polarizing discourse from the campaign trail to the classroom and amplifying antagonisms in the media, both online and off. But the compulsively referenced phrase bears little resemblance to the concept as first introduced by the radical Black feminist Combahee River Collective. While the Collective articulated a political viewpoint grounded in their own position as Black lesbians with the explicit aim of building solidarity across lines of difference, identity politics is now frequently weaponized as a means of closing ranks around ever-narrower conceptions of group interests. But the trouble, Olúfẹ́mi O. Táíwò deftly argues, is not with identity politics itself. Through a substantive engagement with the global Black radical tradition and a critical understanding of racial capitalism, Táíwò identifies the process by which a radical concept can be stripped of its political substance and liberatory potential by becoming the victim of elite capture—deployed by political, social, and economic elites in the service of their own interests. Táíwò’s crucial intervention both elucidates this complex process and helps us move beyond a binary of “class” vs. “race.” By rejecting elitist identity politics in favor of a constructive politics of radical solidarity, he advances the possibility of organizing across our differences in the urgent struggle for a better world.

While leftist governments have been elected across Latin America, this ‘Pink Tide’ has so far failed to reach Peru. Instead, the corporate elite remains firmly entrenched, and the left continues to be marginalised. Peru therefore represents a particularly stark example of ‘state capture’, in which an extreme concentration of wealth in the hands of a few corporations and pro-market technocrats has resulted in a monopoly on political power. Post the 2016 elections, John Crabtree and Francisco Durand look at the ways in which these elites have been able to consolidate their position at the expense of genuine democracy, with a particular focus on the role of mining and other extractive industries, where extensive privatization and deregulation has contributed to extreme disparities in wealth and power. In the process, Crabtree and Durand provide a unique case study of state development, by revealing the mechanisms used by elites to dominate political discussion and marginalize their opponents, as well as the role played by external actors such as international financial institutions and foreign investors. The significance of Crabtree’s findings therefore extends far beyond Peru, and illuminates the wider issue of why mineral-rich countries so often struggle to attain meaningful democracy.

​This book discusses the elite capture taking place in the development programmes implemented through Grama Panchayats (GPs), the lowest tier in the rural local self-government structure in India. Inclusive growth being the cherished goal of all the developing countries, including India, the book assesses whether checks and balances incorporated in development programmes prevent elite capture and promote inclusive development. It also highlights the role of community-based organisations, such as SHGs, in ensuring development benefits reach marginalized groups. The policy makers in India introduced decentralised governance to facilitate the participation of marginalized groups in the planning and implementation of development programmes at the local level, and to ensure that development benefits reach them. International agreements such as the Hyogo Framework for Action, Millennium Development Goals and Sustainable Development Goals also call for decentralised governance for inclusive growth. The issue of elite capture has traditionally been studied mainly from the sociological perspective, i.e., how the local upper/dominant castes and classes garner the positions and benefits. But with the new and structured governance system that is in place at the local level in contemporary India, this book explores how decentralised governance is addressing the issue of elite capture. The study closely analyses micro processes of decentralisation to understand how elite capture is taking place. Additionally, it examines this concern from both governance and economic perspectives. Decentralization is presented as a panacea that will foster good governance and civil society, helping citizens procure basic services and fight corruption. Two of these states, Jordan and Morocco, are monarchies with elected parliaments and recent experiences of liberalization. Morocco began devolving certain responsibilities to municipal councils decades ago, while Jordan has consistently followed a path of greater centralization. Their experiences test such assumptions about the benefits of localism. Janine A. Clark examines why Morocco decentralized while Jordan did not and evaluates the impact of their divergent paths, ultimately explaining how authoritarian regimes can use decentralization reforms to consolidate power. Local Politics in Jordan and Morocco argues that decentralization is a tactic authoritarian regimes employ based on their coalition strategies to expand their base of support and strengthen patron-client ties. Clark analyzes the opportunities that decentralization presents to local actors to pursue their interests and lays out how municipal-level figures find ways to use reforms to their advantage. In Morocco, decentralization has resulted not in greater political inclusivity or improved services, but rather in the entrenchment of pro-regime elites in power. The main Islamist political party has also taken advantage of these reforms. In Jordan, decentralization would undermine the networks that benefit elites and their supporters. As demand for natural resources increases due to the rise in world population and living standards, conflicts over their access and control are becoming more prevalent. Examining business-state networks in Egypt (1991–2020), this book highlights the complicity of international actors in facilitating inequality and elite capture. Using interdisciplinary methodology, it argues that Western actors promoting market liberalization have served as central partners in enabling elites to capture the fruits of Egypt’s economic reforms. In the years leading up to the 2011 Revolution, Egypt’s crony capitalism reached new levels of visibility with the appointment of a "Businessmen Cabinet." Providing a detailed look at some of this period’s chief beneficiaries, including a number of Egypt’s wealthiest oligarchs, the volume follows their ascent from former President Hosni Mubarak’s first round of neoliberal reforms in 1991 through his last wave of reforms beginning in 2004 and ending in regime overthrow.
