The Global Peace Operations Review is an interactive web-portal presenting in-depth analysis and detailed data on military peacekeeping operations and civilian-led political missions by the United Nations, regional organizations, and ad-hoc coalitions. The web-portal is a product of the New York University Center on International Cooperation (CIC) and a continuation of its long-standing print publications the Annual Review of Global Peace Operations and the Review of Political Missions. For almost a decade, the Annual Review of Global Peace Operations (ARGPO) was the flagship publication of the Center on International Cooperation (CIC). During that time, CIC also released three editions of the Review of Political Missions. Together, they set the standard for analyzing UN and non-UN peace operations with enduring thematic essays, thorough country profiles, and detailed mission data.This publication represents our desire to get the Peace Operations analysis and data into the hands of a wider range of policymakers. We wanted to reach those serving in peace operations in the field, and, most importantly, the citizens of those countries that rely on peace operations for their security.

The Bush Administration has requested $95.2 million in FY2008 funds for the Global Peace Operations Initiative (GPOI), a multilateral, five-year program with planned U.S. contributions of some $660 million from FY2005 through FY2009. Its primary purpose is to train and equip 75,000 military troops, a majority of them African, for peacekeeping operations by 2010. GPOI also provides support for the Center of Excellence for Stability Police Units (CoESPU), an Italian training center for gendarme (constabulary police) forces in Vicenza, Italy. In addition, GPOI is promoting the development of an international transportation and logistics support system for peacekeepers, and is encouraging an information exchange to improve international coordination of peace operations training and exercises in Africa. In June 2004, G8 leaders pledged to support the goals of the initiative. Congress has tended to view the concept of the GPOI program favorably, but the 109th Congress balked at providing funding for a number of reasons: a lack of a strategic plan and evaluation program, perceived laxness in management, and a sense of a less than full commitment to the program by State Department, among others. The State Department has taken some steps to remedy these perceived shortcomings. Other issues may prove most salient in the 110th Congress (particularly whether GPOI funds should be provided for future support for CoESPU, whether the GPOI program is meeting its goals, and whether GPOI is too Africa-centric).

Professor Sachs's introduction to ARUNA 2007/2008 was titled "Towards a New Global Protocol on Climate Change", in which he argued that solving the climate change problem will demand four steps: scientific consensus, public awareness, the development of alternative technologies, and a global framework for action. He dealt, in particular, with the science underpinning the negotiations for a new global protocol on climate change, as a successor to the Kyoto Protocol. Professor Sachs argued that climate change crises can only be solved through the goals, leadership, and treaty mechanisms of the UN. Edward C. Luck: ARUNA 2006/2007 edition Professor Edward C. Luck is UN Special Advisor on the Responsibility to Protect and Vice President and Director of Studies at the International Peace Academy. From 1984 to 1994, he served as President and Chief Executive Officer of the UN Association of the USA (UNA-USA). Professor Luck's introduction to ARUNA 2006/2007 covered "The responsible sovereign and the responsibility to protect", in which he addressed the scope and content of what was agreed at the 2005 World Summit, the implications of the responsibility to protect (RtoP) for notions of state sovereignty, and some of the conceptual, architectural, and policy challenges then facing UN Secretary-General Ban Ki-moon's commitment to "operationalizing" the responsibility to protect and translating it "from words to deeds". Louise Frechette: ARUNA 2005/2006 edition Ms Louise Frechette is Distinguished Fellow at the Centre for International Governance Innovation, Waterloo, Ontario. Until March 2006, she was the first Deputy Secretary-General of the UN; before that, she was Permanent Representative of Canada to the UN. Ms Frechette's introduction to ARUNA 2005/2006 covered "United Nations reform: an unfinished story". Mr Ricupero's introduction to ARUNA 2004/2005 covered "The difficulty of building consensus in an age of extremes" and examined the mysteries of the negotiating process leading to the outcome of the 2005 World Summit. Rather than a "Grand Bargain" of a comprehensive UN reformin the areas of development, security and human rights, it is argued that the Summit ended more on a note of lamentation and regret over a missed opportunity. Mr Ricupero concludes that contrary to the daring proclamation at the outset by the Secretary-General, the conditions indispensable to succeed were not in place. Indeed, it was hard to imagine that an ambitious and balanced reform package for the UN could have had any real chance of succeeding.
This Review is an annual publication providing an overview of the current United Nations peace operations worldwide, newest trends and developments in the area of peacekeeping, peacemaking and peacebuilding. The Administration developed the Global Peace Operations Initiative (GPOI) as a multilateral, five-year program with U.S. contributions of some $660 million from FY05 through FY09. Its primary purpose is to train and equip 75,000 military troops, a majority of them African, for peacekeeping operations by 2010. GPOI is supporting an Italian training center for gendarme (constabulary police) forces in Vicenza, Italy, scheduled to open in the fall of 2005. GPOI will also promote the development of an international transportation and logistics support system for peacekeepers, and is encouraging an information exchange to improve international coordination of peace operations training and exercises in Africa. In June 2004, G8 leaders pledged to support the goals of the initiative. GPOI incorporates previous capabilities-building programs. From FY1997-FY2005, the United States spent just over $121 million on GPOI's predecessor program that was funded through the State Department Peacekeeping (PKO) account (the Clinton Administration's African Crisis Response Initiative, i.e., ACRI and its successor, the Bush Administrations's African Crisis Operations Training i.e., ACOTA). Through ACRI/ACOTA, the United States trained some 16,000 troops (and is currently training another 1,000) from nine African nations- Benin, Botswana, Ethiopia, Ghana, Kenya, Malawi, Mali, Mozambique and Senegal. Another $33 million was provided from FY1998-FY2005 to support classroom training of 31 foreign militaries through the Foreign Military Financing account's Enhanced International Peacekeeping Capabilities program (EIPC). In its last days, the 108th Cong. appropriated just over $100 million in FY05 funding the GPOI programs. The bulk of this funding was contained in Section 117 of Division J("Other Matters") of the Consolidated Appropriations Act for FY05 (H.R. 4818/P.L.108-447). This section provided authority for transfer of up to $80 mil. from DoD to the State Dept. PKO account.
