The Transformation of Central Asia by Pauline Jones Luong Pdf

With the fall of the Soviet Union in 1991, former Communist Party leaders in Central Asia were faced with the daunting task of building states where they previously had not existed: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. Their task was complicated by the institutional and ideological legacy of the Soviet system as well as by a more actively engaged international community. These nascent states inherited a set of institutions that included bloated bureaucracies, centralized economic planning, and patronage networks. Some of these institutions survived, others have mutated, and new institutions have been created. Experts on Central Asia here examine the emerging relationship between state actors and social forces in the region. Through the prism of local institutions, the authors reassess both our understanding of Central Asia and of the state-building process more broadly. They scrutinize a wide array of institutional actors, ranging from regional governments and neighborhood committees to transnational and non-governmental organizations. With original empirical research and theoretical insight, the volume's contributors illuminate an obscure but resource-rich and strategically significant region.

Central Asia Since Independence by Shireen Hunter Pdf

When the Soviet Union officially ended in December 1991 and was replaced by the Commonwealth of Independent States, the five Central Asian republics—Kazakstan, Kyrgystan, Tajikistan, Turkmenistan, and Uzbekistan—also became independent. This study examines the course of nationalist, ethnic, and pro-independence movements in the Central Asian region since 1991, as well as the geopolitical situation surrounding and involving these new states. Because of differences in size, ethnic composition, historical and cultural characteristics, resource base, and geographical location, these countries' patterns of evolution during the post-independence period have varied greatly. Nevertheless, during the last few years, certain basic common patterns have emerged, both in the political and economic development of the Central Asian states and in their external relations. These patterns and developments are analyzed here by a noted expert in Eurasian studies.

Regime Transition in Central Asia by Dagikhudo Dagiev Pdf

Presenting a study of regime transition, political transformation, and the challenges that faced the post-Communist republics of Central Asia on independence, this book focuses on the process of transition in Tajikistan and Uzbekistan, and the obstacles that these newly-independent states are facing in the post-Communist period. The book analyses how in the early stages of their independence, the governments of Central Asia declared that they would build democratic states, but that in practice, they demonstrated that they are more inclined towards authoritarianism. With the declaration of independence, Tajikistan and Uzbekistan, like many other former Soviet national republics, were faced with the issues of nationalism, ethnicity, identity and territorial delimitation. This book looks at how the discourse of patrimonial nationalism in post-Communist Tajikistan and Uzbekistan has been the elites’ strategy to address all these issues: to maintain the stateness of their respective countries; to preserve the unity of their nation; to fill the ideological void of post-Communism; to prevent the rise of Islam; and to legitimize their authoritarian practice. Arguing against the claim that the Central Asian states have undergone divergent paths of transition, the book discusses how they are in fact all authoritarian, although exhibiting different degrees of authoritarianism. This book provides a useful contribution to studies on Central Asian Politics and International Relations.

The Central Asian Economies in the Twenty-First Century by Richard Pomfret Pdf

This book analyzes the Central Asian economies of Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan, from their buffeting by the commodity boom of the early 2000s to its collapse in 2014. Richard Pomfret examines the countries’ relations with external powers and the possibilities for development offered by infrastructure projects as well as rail links between China and Europe. The transition of these nations from centrally planned to market-based economic systems was essentially complete by the early 2000s, when the region experienced a massive increase in world prices for energy and mineral exports. This raised incomes in the main oil and gas exporters, Kazakhstan and Turkmenistan; brought more benefits to the most populous country, Uzbekistan; and left the poorest countries, the Kyrgyz Republic and Tajikistan, dependent on remittances from migrant workers in oil-rich Russia and Kazakhstan. Pomfret considers the enhanced role of the Central Asian nations in the global economy and their varied ties to China, the European Union, Russia, and the United States. With improved infrastructure and connectivity between China and Europe (reflected in regular rail freight services since 2011 and China’s announcement of its Belt and Road Initiative in 2013), relaxation of United Nations sanctions against Iran in 2016, and the change in Uzbekistan’s presidency in late 2016, a window of opportunity appears to have opened for Central Asian countries to achieve more sustainable economic futures.

After Empire by Jed C. Snyder Pdf

When the Soviet Union collapsed, fifteen sovereign states suddenly appeared on the geopolitical landscape. None were less prepared for independence than the five republics of Central Asia. The peoples of Kazakhstan, Kyrgyzstan, Uzbekistan, Turkmenistan, and Tajikistan had existed for seven decades in a semi-feudal state of suspension. The region, so dependent upon Soviet largesse that its rich cultural history was nearly smothered, had been the object of imperial competition for centuries - Soviet domination being merely the latest. This book incorporates research papers and discussions originally presented at a conference of leading scholars from the United States, Russia, Europe, and the Middle East who gathered to examine the regions political, economic, social, and security evolution since 1989. As the papers illustrate, the Wests image of Central Asia as a homogeneous belt of Islamic countries with uniform views of the regions future orientation is false. The papers also illustrate that hyperbolic prognoses of an "Islamic implosion" threatening to embroil the region in violent insurrections, possibly spreading throughout the former Soviet Union and the Middle East, are false as well. They have simply not materialized. Islam, in fact, has yet to emerge as a potent political force in Central Asia. This region is now lifting itself from economic obscurity and political isolation. Although distinct national identities are only in formative stages today, each of the five Central Asian states is likely to move in an individual direction, motivated by distinct national interests. The key issue is the extent of Russias influence in Central Asia and its long-term implications for the regions security. After Empire makes an important contribution to the better understanding of this very complex, indeed mysterious, region.

The Central Asian Economies Since Independence by Richard Pomfret Pdf

The 9/11 attacks, the U.S. invasion of Afghanistan, and the oil boom of recent years have greatly increased the strategic importance of resource-rich Central Asia, making an understanding of its economic--and therefore political--prospects more important than ever. In The Central Asian Economies Since Independence, Richard Pomfret provides a concise and up-to-date analysis of the huge changes undergone by the economies of Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan since the collapse of the Soviet Union in 1991. The book assesses the economic prospects of each country, and the likelihood that economic conditions will spur major political changes. With independent chapters on each country, and chapters analyzing their comparative economic performance, the book highlights similarities and differences. Facing common problems caused by the breakdown of Soviet economic relations and the hyperinflation of the early 1990s, these countries have taken widely divergent paths in the transition from Soviet central planning to more market-based economies. The book ends in 2005 with the bloodless Kyrgyz revolution and the violence in Uzbekistan, which signaled the end of the region's political continuity. Throughout the book, Pomfret emphasizes the economic forces that foster political instability--from Kazakhstan's resource boom and Turkmenistan's lack of reform to Tajikistan's abject poverty.

The Central Asian States by Gregory W Gleason Pdf

The lands of Central Asia are united by a common history and historical identity as well as by common traditions. A heritage of tribal mountain and steppe confederations and oasis emirates gave way in the Soviet period to the creation of artificial “nation-states” in the heart of Asia. With the collapse of the Soviet Union, these nations—Kazakstan, Kyrgyzstan, Tojikiston, Turkmenistan, and Uzbekiston—were thrust back into the international community as separate countries. Independence came as had bondage to Soviet power seven decades earlier—it was imposed from without. These new states are now struggling with the cultural, economic, and political transformations of decolonization and independence.Exploring the forces of change in the new Central Asian states, Gregory Gleason analyzes their culture, their economic evolution, and their political institutions. He carefully traces the incorporation of Central Asia into the Soviet system, the region's path of development under socialism, and the vicissitudes of the economic and political collapse of socialism, before considering the trajectories of the new states as they chart their independent futures.
