It has been generally assumed that the driving force behind German propaganda in World War Two was the Propaganda Ministry headed by Josef Goebbels, or the initiatives of various Nazi party organizations. There has been little research on the specific role of the Wehrmacht propaganda machine in this connection, even though it was the source for the bulk of German wartime propaganda material. This book deals with the history of the propaganda troops of the Wehrmacht, created shortly before WWII as a result of lessons learned concerning the importance of psychological warfare during WWI. ‘The only thing that ever really frightened me during the war was the U-boat peril,’ wrote Winston Churchill in his history of the Second World War. ‘I was even more anxious about this battle than I had been about the glorious air fight called the Battle of Britain.” In reality, the Kriegsmarine had been woefully unprepared for the war into which it was thrown. Importantly, the enemy that they faced is also covered, examining the ship-borne and airborne anti-submarine weaponry utilised against the U-boats. The U-Boats began the war, though small in number, more than a match for the Allies and created carnage amongst merchant shipping as well as sinking several major warships. The pace of technological development, however, failed to match that of Allied anti-submarine warfare weaponry and the U-Bootwaffe was ultimately doomed to defeat but not before, at one point, coming close to bringing Britain to its knees.

This book shows that constructions of national identity are not easily malleable on the basis of moral and political concerns only, but that they are subject to institutional constraints and opportunities. In an age when post-conflict reconstruction and reconciliation has become a major focus of international policies, the analysis offers important implications for the parallel revision of portrayals of national history and the institutional reconstruction of policy-making regimes.
