During the late Middle Ages, a considerable number of men in Germany and Switzerland were executed for committing sodomy. Even in the seventeenth century, simply speaking of the act was cause for censorship. Here, in the first history of sodomy in these countries, Helmut Puff argues that accusations of sodomy during this era were actually crucial to the success of the Protestant Reformation. Drawing on both literary and historical evidence, Puff shows that speakers of German associated sodomy with Italy and, increasingly, Catholicism. As the Reformation gained momentum, the formerly unspeakable crime of sodomy gained a voice, as Martin Luther and others deployed accusations of sodomy to discredit the upper ranks of the Church and to create a sense of community among Protestant believers. During the sixteenth century, reactions against this defamatory rhetoric, and fear that mere mention of sodomy would incite sinful acts, combined to repress even court cases of sodomy. This volume provides, for the first time, a pan-European view of the development of written languages at a key time in their history: that of the 16th century. The major cultural and intellectual upheavals that affected Europe at the time - Humanism, the Reformation and the emergence of modern nation-states - were not isolated phenomena, and the evolution of the orthographical systems of European languages shows a large number of convergences, due to the mobility of scholars, ideas and technological innovations throughout the period.
This book deals with the theoretical and empirical questions of federalism in the context of five case studies: Austria, Belgium, Canada, Germany and Switzerland. The central argument is that in the long run the political institutions of federalism adapt to achieve congruence with the underlying social structure. This change could be in the centralist direction reflecting ethno-linguistic homogeneity, or in decentralist terms corresponding to ethno-linguistic heterogeneity. In this context, the volume: fills a gap in the comparative federalism literature by analyzing the patterns of change and continuity in five federal systems of the industrial west, this is done by an in-depth empirical examination of the case studies through a single framework of analysis illustrates the shortcomings of new-institutionalist approaches in explaining change, highlighting the usefulness of society-based approaches in studying change and continuity in comparative politics.
