Anything like a complete study of minimum wage legislation, at least from the standpoint of its positive economic effects, both direct and indirect, is impossible in the present state of our information. This is especially true as regards the effects of minimum wage legislation in England and America. Minimum wage legislation is largely in the experimental stage in both countries as yet. It is expected that the Report of the United States Bureau of Labor Statistics on minimum wage in Oregon, which is now in course of preparation, will give us precise data in regard to the economic effects of this form of legislation in that State. The writer regrets that he could not avail himself of the excellent report on Minimum Wage Legislation in the United States and Foreign Countries which was published by the Bureau of Labor Statistics as the present work was in the press. Limited as is our positive knowledge in regard to the effects of minimum wage legislation a clear presentation of such facts as we have cannot but prove helpful to those who are interested in this new social reform measure.
