Multilateralization of the Nuclear Fuel Cycle by Yury Yudin Pdf

Global energy demands are driving a potential expansion in the use of nuclear energy worldwide. It is estimated that the global nuclear power capacity could double by 2030. This could result in dissemination of sensitive nuclear technologies that present obvious risks of proliferation. Certain international institutional mechanisms for controlling access to sensitive materials, facilities and technologies are needed for dealing with this problem. Over the past few years, 12 proposals have been put forward by states, nuclear industry and international organizations, aimed at checking the spread of uranium enrichment and spent fuel reprocessing technologies. This book presents an overview and analysis of these proposals, including an evaluation of the projected international mechanisms.

A New Approach to the Nuclear Fuel Cycle by Kelsey Hartigan,Corey Hinderstein,Andrew Newman,Sharon Squassoni Pdf

The Nuclear Threat Initiative and the Center for Strategic and International Studies joined to launch the New Approaches to the Fuel Cycle project. This project sought to build consensus on common goals, address practical challenges, and engage a spectrum of actors that influence policymaking regarding the nuclear fuel cycle. The project also tackled one of the toughest issues—spent nuclear fuel and high level waste—to see if solutions there might offer incentives to states on the front end of the nuclear fuel cycle and address the inherent inertia and concerns about additional burdens and restrictions that have stalled past efforts to improve the robustness of the nonproliferation regime. This report presents the group’s conclusions that a best-practices approach to the nuclear fuel cycle can achieve these objectives and offer a path to a more secure and sustainable nuclear landscape.

The so-called nuclear renaissance has increased worldwide interest in nuclear power. This potential growth also has increased, in some quarters, concern that nonproliferation considerations are not being given sufficient attention. In particular, since introduction of many new power reactors will lead to requiring increased uranium enrichment services to provide the reactor fuel, the proliferation risk of adding enrichment facilities in countries that do not have them now led to proposals to provide the needed fuel without requiring indigenous enrichment facilities. Similar concerns exist for reprocessing facilities. Internationalization of the Nuclear Fuel Cycle summarizes key issues and analyses of the topic, offers some criteria for evaluating options, and makes findings and recommendations to help the United States, the Russian Federation, and the international community reduce proliferation and other risks, as nuclear power is used more widely. This book is intended for all those who are concerned about the need for assuring fuel for new reactors and at the same time limiting the spread of nuclear weapons. This audience includes the United States and Russia, other nations that currently supply nuclear material and technology, many other countries contemplating starting or growing nuclear power programs, and the international organizations that support the safe, secure functioning of the international nuclear fuel cycle, most prominently the International Atomic Energy Agency.

Nuclear Fuel Cycle Science and Engineering by Ian Crossland Pdf

The nuclear fuel cycle is characterised by the wide range of scientific disciplines and technologies it employs. The development of ever more integrated processes across the many stages of the nuclear fuel cycle therefore confronts plant manufacturers and operators with formidable challenges. Nuclear fuel cycle science and engineering describes both the key features of the complete nuclear fuel cycle and the wealth of recent research in this important field. Part one provides an introduction to the nuclear fuel cycle. Radiological protection, security and public acceptance of nuclear technology are considered, along with the economics of nuclear power. Part two goes on to explore materials mining, enrichment, fuel element design and fabrication for the uranium and thorium nuclear fuel cycle. The impact of nuclear reactor design and operation on fuel element irradiation is the focus of part three, including water and gas-cooled reactors, along with CANDU and Generation IV designs. Finally, part four reviews spent nuclear fuel and radioactive waste management. With its distinguished editor and international team of expert contributors, Nuclear fuel cycle science and engineering provides an important review for all those involved in the design, fabrication, use and disposal of nuclear fuels as well as regulatory bodies and researchers in this field. Provides a comprehensive and holistic review of the complete nuclear fuel cycle Reviews the issues presented by the nuclear fuel cycle, including radiological protection and security, public acceptance and economic analysis Discusses issues at the front-end of the fuel cycle, including uranium and thorium mining, enrichment and fuel design and fabrication

Law at War: The Law as it Was and the Law as it Should Be by Ola Engdahl,Pål Wrange Pdf

The authors of this volume have been inspired by the scholar to which this Liber Amicorum is dedicated - Professor Ove Bring - to look into both the past and the future of international law. Like Ove Bring, they have dealt with many aspects of the law governing the use of force, from arms control to human rights, international criminal law, the UN Charter, and, of course, international humanitarian law. Like Professor Bring, they have allowed themselves to draw trajectories from history and into the future, and have shunned away from neither the controversial nor the speculative, be it on the Middle East, the invasion of Iraq or the independence of Kosovo. This collection brings together insights from a former UN Legal Counsel, a former Executive Chairman of UNMOVIC, present and former judges of the European Court of Justice, the International Criminal Tribunal for the former Yugoslavia and the International Tribunal for the Law of the Sea, one present and one former member of the International Law Commission, as well as law professors and practitioners, from all Nordic countries, Germany and Australia. Together they form a highly challenging mosaic of perspectives on topical issues like cluster munitions, targeting, human rights in peace operations and the purposes of sentencing in international tribunals. The volume also contains a bibliography and a presentation of Professor Bring's work.

Business and Nonproliferation by John P. Banks,Charles K. Ebinger Pdf

Rapidly increasing global demand for electricity, heightened worries over energy and water security, and climate-change anxieties have brought the potential merits of nuclear energy squarely back into the spotlight. Yet worries remain, especially after the failure of Japan's Fukushima Daiichi power plant to withstand the twin blows of an earthquake and a tsunami. And the idea of increasing the availability of nuclear power in a destabilized world rife with revolution and terrorism seems to many a dangerous proposition. Business and Nonproliferation examines what a dramatic increase in global nuclear power capacity means for the nuclear nonproliferation regime and how the commercial nuclear industry can strengthen it. The scope of a nuclear "renaissance" could be broad and wide: some countries seek to enhance their existing nuclear capacity; others will build their first reactors; and many more will seek to develop a nuclear energy capability in the foreseeable future. This expansion will result in wider diffusion and transport of nuclear materials, technologies, and knowledge, placing additional pressures on an already fragile nonproliferation regime. With the private sector at the center of this increased commercial activity, business should have an increased role in preventing proliferation, in part by helping shape future civilian use of nuclear energy in a way that mitigates proliferation. John Banks, Charles Ebinger, and their colleagues explore the specific emerging challenges to the nonproliferation regime, market trends in the commercial nuclear fuel cycle, and the geopolitical and commercial implications of new nuclear energy states in developing countries. Business and Nonproliferation presents and assesses the concerns and suggestions of key stakeholders in the nuclear community—commercial nuclear industry entities, nongovernment organizations, and government agencies and nuclear regulators. Its analysis addresses the broad question of how, given the global expansion of civilian nuclear power, the nuclear industry can become a more active, sustained partner in efforts to prevent the spread of nuclear weapons.
