NATO and Peace Support Operations, 1991-1999 by Henning Frantzen Pdf

This new book addresses the key question of how NATO and three of its member states are configuring their policies and military doctrines in order to handle the new strategic environment. This environment is increasingly dominated by 'new wars', more precisely civil wars within states, and peacekeeping as the strategy devised by outside actors for dealing with them. The book seeks to explain how this new strategic environment has been interpreted and how the new conflicts and peacekeeping have been fitted into 'defence' and 'war' - key concepts in the field of security studies.

Accountability of Peace Support Operations by M.C. Zwanenburg Pdf

Quis custodiet ipsos custodies? In other words, who guards the guardians? At a time when the mandate of many peace support operations includes halting violations of international humanitarian law by third parties, there is still a lack of clarity concerning accountability of peace support operations themselves. This book addresses that accountability, focusing on peace support operations under the command and control of the United Nations and the North Atlantic Treaty Organization. It is concerned with the accountability of international organizations as well as troops contributing and member states, but not of individuals. Drawing on existing and emerging doctrines of international law, including the law of state responsibility, the law of responsibility of international organizations, international institutional law and international humanitarian law, and on the basis of state practice, this book makes a strong plea for improving mechanisms to implement the accountability of peace support operations under international humanitarian law. The Paul Reuter Prize 2006 was awarded to Marten Zwanenburg for this book.

Nordic Approaches to Peace Operations by Peter Viggo Jakobsen Pdf

A new examination of Nordic approaches to peace operations after the Cold War. It shows how the Nordic countries (Denmark, Finland, Norway and Sweden) remain relevant for the study and practice of post-Cold War peace operations. This unique study is structured around eleven success conditions derived from an analysis of the lessons learned since the early 1990s, ensuring that the results of the case studies are directly comparable. These case studies are supplemented by an analysis of Nordics’ collective efforts to replace their old Cold War peacekeeping model with a new one that meets the requirements of the new era. The overall conclusion is that the Nordics have succeeded in meeting the post-Cold War requirements for success, both individually and collectively, and that a new effective model is in the making. This book makes several important contributions to the literature on peace operations. First, it demolishes the widely held view that the Nordic countries remain a bastion of traditional Cold War peacekeeping with little relevance for contemporary operations. Second, it constitutes the first systematic overview of the reforms undertaken by the four Nordic countries since the end of the Cold War. Third, it fills a "historical" gap by providing a comprehensive analysis of the celebrated old Nordic Cold War model, explaining how and why it developed and how it functioned. Finally, the analytical framework is a general tool which can be used to evaluate the approaches to peace operations employed by countries around the world. This book will be of great interest to all students of peacekeeping, peace studies, security studies and IR in general.

Peace Operations by Donald C. F. Daniel,Patricia Taft,Sharon Wiharta Pdf

Trends in the number and scope of peace operations since 2000 evidence heightened international appreciation for their value in crisis-response and regional stabilization. Peace Operations: Trends, Progress, and Prospects addresses national and institutional capacities to undertake such operations, by going beyond what is available in previously published literature. Part one focuses on developments across regions and countries. It builds on data- gathering projects undertaken at Georgetown University's Center for Peace and Security Studies (CPASS), the Stockholm International Peace Research Institute (SIPRI), and the Folke Bernadotte Academy (FBA) that offer new information about national contributions to operations and about the organizations through which they make those contributions. The information provides the bases for arriving at unique insights about the characteristics of contributors and about the division of labor between the United Nations and other international entities. Part two looks to trends and prospects within regions and nations. Unlike other studies that focus only on regions with well-established track records—specifically Europe and Africa—this book also looks to the other major areas of the world and poses two questions concerning them: If little or nothing has been done institutionally in a region, why not? What should be expected? This groundbreaking volume will help policymakers and academics understand better the regional and national factors shaping the prospects for peace operations into the next decade.

War and Intervention by Michael V. Bhatia Pdf

* Explains developments in recent peacekeeping operations and politico-military environments * Bridges the gap between peace and conflict scholarship * Highlights new aspects of war studies Following over a decade of substantial and extensive American military involvement, peace operations have passed from a position of strategic irrelevance to one of strategic importance. War and Intervention provides a snapshot of the contemporary environment of peace operations, in terms of both war and intervention. It also answers two broad questions: 1) What are key characteristics of armed competitors in the current environment of peace operations, particularly in terms of their structure and organization, financing, access to military resources, and the tactical tools and methods applied by these movements? And 2) What are key recent developments in the dimensions and methods of intervention, particularly regarding the use of force, the adaptation of global militaries to peace operations and the emerging political, legal and economic components of intervention? War and Intervention allows readers from a range of domains--military, academic, humanitarian, political, and diplomatic--to understand the priorities and methods of different actors in today’s peace operations.

The Bases of French Peace Operations Doctrine by Joseph Philippe Grégoire Pdf

France believes that external threats to its vital and important interests spring more from potential instability on the periphery of Europe than from rival European powers. France has modified its military doctrine to reflect this strategic calculus, and France's conception of peace operations reflects this doctrinal change. France's revision of its peacekeeping doctrine has led or lagged its NATO partners' evolution in thinking, but doctrinal convergence is evident. A meeting of minds has come about because developments that jeopardize France's security are likely to affect that of its key allies as well. France has taken steps to defend its interests within a UN or NATO framework, through the application of force if necessary. NATO political leaders now have cause collectively to play a greater role in North Atlantic Treaty deliberations than they had during the Cold War Defending Western interests in the face of amorphous threats calls for unity of effort and clarity of purpose. If France's comparative advantage lies in the use of force for peacekeeping and associated operations, the Alliance may want to institutionalize this fact via an appropriate mechanism.

Peace Support Operations by Eli Stamnes Pdf

Peace Support Operations: Nordic Perspectives brings together Nordic academics working in the field of peace support operations broadly defined. It contains a collection of articles that present different theoretical approaches to the study of peace support operations and contribute to enhance the knowledge of the Nordic countries’ participation in such operations. Its case studies describe the development of peacekeeping forces from Norway, Sweden, Denmark and Finland in the face of evolving threats to world security over the past sixty years, and how each country's reaction has differed. The conflicts covered in this study include the Cold War, the Balkan conflict, the first Gulf War and the Malawian ethnic conflict. Thus, it constitutes a contribution to the academic field in both a theoretical and an empirical sense. This book was previously published as a special issue of International Peacekeeping

NATO's IFOR in Action by Leighton W. Smith Pdf

Three elements-military, civil, and political-seem to be the essentials of the operations in Bosnia; and, these elements probably apply to all peace support operations. Each element has difficult and distinct responsibilities. Yet they are interdependent to the degree that overall success in achieving peace in Bosnia is a function of each element working in harmony with the other two. Regrettably, despite great efforts on the part of many, progress in the civil sector has been slow; and among the political bodies, nearly nonexistent. That is why Bosnia has an absence of war rather than the peace the Dayton Accords sought to establish. And that is why there will be little progress unless and until the political leadership there demonstrates a willingness to work together to create the conditions for peace.
