Defense And Detente by Joseph I Coffey Pdf

This study will attempt to define precisely the nature of the differences between the United States and the FRG with respect to a particular set of issues arising out of the policy of "Defense and Detente," which is intended to insure peace and security in Europe. More importantly, it will also try to uncover the reasons for those differences, in order to see whether, to what extent, and by what means the policies of the two countries can be brought closer together. In short, this study is an attempt at policy prescription, based on an analysis of factors influencing previous policies and programs.

From Deterrence to Engagement by Terence Roehrig Pdf

From Deterrence to Engagement provides a comprehensive examination of the U.S.-South Korea defense relationship from 1945 to the present. Using deterrence theory as its framework, this work explores the evolving nature of U.S. interests in a region that became a focal point only after the North Korean invasion in 1950. Author Terence Roehrig addresses the changing nature of the threats to U.S. interests in Korea, especially North Korea's buildup and its efforts to acquire nuclear weapons, and examines specific measures utilized by the United States to implement its deterrence policy. While U.S. policy regarding Korea has changed over the years, this timely and important work argues that although the U.S. commitment to protect its ally has been credible and effective the same cannot be said for its attempts to prevent North Korean nuclear proliferation. From Deterrence to Engagement is certain to find an audience amongst scholars of defense policy, national security, and Korean security relations.

The Politics of Threat by David H. Dunn Pdf

This work analyses the vulnerability of America's land-based missile force to a pre-emptive Soviet strike as an issue in US strategic and political debate. It examines why the issue rose to prominence in the way it did in the 1970s and then fell away as a concern in the 1980s without being solved in the way it had been presented. It details the way in which the issue was exploited for political and strategic purposes which were often at odds with a concern for this vulnerability.

An Untaken Road by Steven A Pomeroy Pdf

Steven A. Pomeroy has authored the first history of the American mobile intercontinental ballistic missile (ICBM), a technology the United States spent four decades and billions of dollars creating but never deployed. An Untaken Road showcases how the evolution of a technology that ultimately never existed and the politics that surrounded it end up significantly shaping American nuclear strategy and forces for decades. Utilizing recently declassified documents, years of experience, and an unrivaled passion for the history of military technologies, Pomeroy has created a new framework on the nature of strategic weapons technology innovation. This thorough study of a “road not taken” is a must read for those seeking to understand the challenges and constraints on U.S. military weapon programs, especially when inter-organization competition, domestic politics, strategic needs, and new technologies collide.

Weapons without a Cause by Theo Farrell Pdf

Why are certain weapons acquired in the United States and others not? Theo Farrell addresses this question by examining the strategic, institutional and budgetary issues surrounding four major weapon programmes. Extensive use is made of primary sources in analysing the origins, development and outcomes of these programmes. This book presents alarming evidence to show how the military services manipulate weapons acquisition to suit their own ends rather than national security. It also analyses how Congress, motivated by concerns over cost, comes to play a greater role in shaping programme outcomes once weapons enter production.

Forging the Sword by Benjamin Jensen Pdf

As entrenched bureaucracies, military organizations might reasonably be expected to be especially resistant to reform and favor only limited, incremental adjustments. Yet, since 1945, the U.S. Army has rewritten its capstone doctrine manual, Operations, fourteen times. While some modifications have been incremental, collectively they reflect a significant evolution in how the Army approaches warfare—making the U.S. Army a crucial and unique case of a modern land power that is capable of change. So what accounts for this anomaly? What institutional processes have professional officers developed over time to escape bureaucracies' iron cage? Forging the Sword conducts a comparative historical process-tracing of doctrinal reform in the U.S. Army. The findings suggest that there are unaccounted-for institutional facilitators of change within military organizations. Thus, it argues that change in military organizations requires "incubators," designated subunits established outside the normal bureaucratic hierarchy, and "advocacy networks" championing new concepts. Incubators, ranging from special study groups to non-Title 10 war games and field exercises, provide a safe space for experimentation and the construction of new operational concepts. Advocacy networks then connect different constituents and inject them with concepts developed in incubators. This injection makes changes elites would have otherwise rejected a contagious narrative.
