The seven papers contained in this report describe various aspects of the small car safety problem and suggest some solutions. The small car safety problem is illustrated by the fatality projection chart on the report cover. This chart shows that large increases in deaths of subcompact car occupants may be expected if current trends continue. The first three papers in this report deal with trends in small car design, market penetration, and safety. The last four papers deal with solutions available to mitigate the small car safety problem. These solutions include actions the consumer can take to improve the safety of small car operation. They also include actions the Government has taken to develop and test vehicles with higher levels of safety and to develop information about automobile safety for the consumer. Although research conducted to date indicates that improved crash performance of small cars is easily possible and that a large variation exists in the crash test results of different small cars on the market, no solution is offered to individual consumers who desire higher levels of safety in their cars. Suggested actions to improve small car safety include (1) more perfect safety standards which insure that the worst cars perform as well as the best ones; (2) improved consumer information to allow consumers to select the level of safety they desire, and (3) continued research in safety improvements to determine the safety features which are most effective and to advise the consumer and the Government on the levels of safety which are feasible through advanced technology. This book describes a coherent approach to the explanation of the movement of individual vehicles or groups of vehicles. To avoid possible misunderstandings, some preliminary remarks are called for. 1. This is intended to be a textbook. It brings together methods and approaches that are widely distributed throughout the literature and that are therefore difficult to assess. Text citations of sources have been avoided; literature references are listed together at the end of the book. 2. The book is intended primarily for students of engineering. It describes the theoretical background necessary for an understanding of the methods by which links in a road network are designed and dimensioned or by which traffic is controlled; the methods themselves are not dealt with. It may also assist those actually working in such sectors to interpret the results of traffic flow measure ments more accurately than has hitherto been the case. 3. The book deals with traffic flow on links between nodes, and not at nodes themselves. Many readers will probably regret this, since nodes are usually the bottlenecks which limit the capacity of the road network. A book dedicated to the node would be the obvious follow-up. A separation of link and node is justified, however, partly because the quantity of material has to be kept within reasonable bounds and partly because the treatment of traffic flow at nodes requires additional mathematical techniques (in particular, those relating to queueing theory).

The increasing power of computer technologies, the evolution of software en- neering and the advent of the intelligent transport systems has prompted traf c simulation to become one of the most used approaches for traf c analysis in s- port of the design and evaluation of traf c systems. The ability of traf c simulation to emulate the time variability of traf c phenomena makes it a unique tool for capturing the complexity of traf c systems. In recent years, traf c simulation – and namely microscopic traf c simulation – has moved from the academic to the professional world. A wide variety of traf- c simulation software is currently available on the market and it is utilized by thousands of users, consultants, researchers and public agencies. Microscopic traf c simulation based on the emulation of traf c ows from the dynamics of individual vehicles is becoming one the most attractive approaches. However, traf c simulation still lacks a uni ed treatment. Dozens of papers on theory and applications are published in scienti c journals every year. A search of simulation-related papers and workshops through the proceedings of the last annual TRB meetings would support this assertion, as would a review of the minutes from speci cally dedicated meetings such as the International Symposiums on Traf c Simulation (Yokohama, 2002; Lausanne, 2006; Brisbane, 2008) or the International Workshops on Traf c Modeling and Simulation (Tucson, 2001; Barcelona, 2003; Sedona, 2005; Graz 2008). Yet, the only comprehensive treatment of the subject to be found so far is in the user’s manuals of various software products.
