Handbook of Military Administration by Jeffrey A. Weber,Johan Eliasson Pdf

While policy makers are perpetually conceptualizing new reform packages, the actual enactment of those reforms is typically more challenging. Remarkably, the one public institution that is able to meet that challenge is also the largest. The United States Department of Defense, which employs over 600,000 people and deals with $500 billion in funding, has proven itself quite capable of successfully implementing reforms in an ever-changing environment. The impacts of those reforms are being felt far beyond the walls of the Pentagon. The Handbook of Military Administration is the first work in many years to reveal the implementation and reach of military administration reforms. The book provides a unique comparison of international initiatives to modernize military operations. Examine how the military's success is being imitated both throughout the United States, as well as, other nations Investigate the military administrative reforms of nations such as China and the Czech Republic Study the reforms brought about during Donald Rumsfeld's tenure, as well as the Defense Transformation Act of the 21st Century

Defense Mgmt by John H. Pendleton Pdf

U.S. Southern Command (SOUTHCOM) has been cited as having mature interagency processes and coordinating mechanisms. As evidenced by the earthquakes that shook Haiti in January 2010, the challenges that SOUTHCOM faces require coordinated efforts from U.S. government agencies, international partners, and non-governmental and private organizations. This report: (1) assesses the extent that SOUTHCOM exhibits key attributes that enhance and sustain collaboration with interagency and other stakeholders; and (2) evaluates SOUTHCOM¿s approach for developing an organizational structure that facilitates interagency collaboration and positions the command to conduct a full range of missions. The Armed Forces Officer by Richard Moody Swain,Albert C. Pierce Pdf

In 1950, when he commissioned the first edition of The Armed Forces Officer, Secretary of Defense George C. Marshall told its author, S.L.A. Marshall, that "American military officers, of whatever service, should share common ground ethically and morally." In this new edition, the authors methodically explore that common ground, reflecting on the basics of the Profession of Arms, and the officer's special place and distinctive obligations within that profession and especially to the Constitution.

Securing the State by Christopher P. Gibson Pdf

Focusing on top civilian and military advisors within the national security establishment, this significant book looks at four case studies with a focus on civil-military relations within the US Department of Defense. It investigates whether balanced approaches produce more effective policies and outcomes than dominating structures. The culmination of Gibson's treatise is the advancement of the 'Madisonian approach' to civilian control of the military, a normative framework designed to replace Samuel Huntington's 'Objective Control' model and also the 'Subjective Control' model, initially practised by Defense Secretary Robert McNamara and most recently by Defense Secretary Donald Rumsfeld. The Madisonian approach calls for changes in US law and new norms to guide the interactions of key participants who populate the civil-military nexus. This book is destined to influence US strategic thinking and should be added to the syllabus of courses in civil-military relations, strategic studies and military history. Given the struggling US policy in Iraq, the time is right for a critical review of US civil-military relations and this book provides the departure point for analysis and a potential way forward.

Joint Strategic Planning System Insights by Richard M. Meinhart Pdf

Military leaders at many levels have used strategic planning in various ways to position their organizations to respond to the demands of the current situation while simultaneously preparing to meet future challenges. This paper will first describe the Chairman's statutory responsibilities and strategic challenges, because this affects leaders and the focus of the strategic planning system. The paper then briefly examines how the Joint Strategic Planning System (JSPS) changed in five major ways during the time period of 1990 to 2012 before describing in greater detail the key products and processes of the current system. The paper then goes on to summarize the more significant ways each Chairman used this system during the past 2 decades to produce specific planning products, which is part of their formal leadership legacy. During this time the Chairmen were Generals Powell (1989-93), Shalikashvili (1993-97), Shelton (1997-2001), Myers (2001-05), Pace (2005-07), and Admiral Mullen (2007-11). General Dempsey's current strategic planning focus, since he became Chairman in October 2011, is also summarized. This leadership focus and concluding thoughts provide broad insights into how senior leaders have used the strategic planning system to respond to internal and external challenges. These leadership and management insights are related to the importance of strategic vision, planning system and process characteristics, decisionmaking styles, and organizational change.
