This book examines the crisis of democracy that has arisen in Hungary since the election of the Fidesz government in 2010. After moving swiftly to transform the Hungarian constitution, Fidesz created a new political system which has led its critics to argue that the era of democracy in Hungary is over. US Senator John McCain has gone so far as to describe Hungary as an illiberal democracy on a path toward fascism. The author argues that Fidesz has sought to challenge the capitalist and democratic transformation that shaped Hungary for 20 years after the fall of communism by increasing the power of the state over crucial aspects of the economy, society, and the political system. In so doing Fidesz’ actions resemble those undertaken by many authoritarian states that have emerged since the end of the Second World War, all aiming to build up a national capitalism and protect their economies whilst undertaking nation-building. To make sense of this the author draws upon two traditions of thought, world systems-analysis, which situates Hungary in the context of its incorporation in the modern capitalist world-system after the fall of communism; and anarchist social thought which provides a unique way of seeing the actions of states and political elites. In so doing the book argues that the events unfolding in Hungary cannot be explained on the basis of Hungarian exceptionalism but must be situated in the broader political and economic context that has shaped the development of Hungary since 1990. The form of capitalism introduced in Hungary and across the region of East and Central Europe has systematically undermined the strong state and social security that had existed under communism, and when added to the failure of the left and liberals in the region it has paved the way for far-right and neo-fascist political movements to emerge claiming the mantle of defenders of society from the market. This represents a fundamental threat to the enlightenment traditions that have shaped dominant modern political ideologies and raises profound problems for both the EU and NATO.

Through the in-depth analysis of Hungarian transborder and diaspora politics, this book investigates how the political engagement of non-resident Hungarians impacts inter- and intra-state ethnic relations. In addition, the research also explores how institutional changes and shifting discursive strategies reify and redefine ethnic belonging narratives and the self-perception of Hungarians living outside the country. The Jews of Hungary is the first comprehensive history in any language of the unique Jewish community that has lived in the Carpathian Basin for eighteen centuries, from Roman times to the present. Noted historian and anthropologist Raphael Patai, himself a native of Hungary, tells in this pioneering study the fascinating story of the struggles, achievements, and setbacks that marked the flow of history for the Hungarian Jews. He traces their seminal role in Hungarian politics, finance, industry, science, medicine, arts, and literature, and their surprisingly rich contributions to Jewish scholarship and religious leadership both inside Hungary and in the Western world. In the early centuries of their history Hungarian Jews left no written works, so Patai had to piece together a picture of their life up to the sixteenth century based on documents and reports written by non-Jewish Hungarians and visitors from abroad. Once Hungarian Jewish literary activity began, the sources covering the life and work of the Jews rapidly increased in richness. Patai made full use of the wealth of information contained in the monumental eighteen-volume series of the Hungarian Jewish Archives and the other abundant primary sources available in Latin, German, Hebrew, Hungarian, Yiddish, and Turkish, the languages in vogue in various periods among the Jews of Hungary. In his presentation of the modern period he also examined the literary reflection of Hungarian Jewish life in the works of Jewish and non-Jewish Hungarian novelists, poets, dramatists, and journalists. Patai's main focus within the overall history of the Hungarian Jews is their culture and their psychology. Convinced that what is most characteristic of a people is the culture which endows its existence with specific coloration, he devotes special attention to the manifestations of Hungarian Jewish talent in the various cultural fields, most significantly literature, the arts, and scholarship. Based on the available statistical data Patai shows that from the nineteenth century, in all fields of Hungarian culture, Jews played leading roles not duplicated in any other country. Patai also shows that in the Hungarian Jewish culture a specific set of psychological motivations had a highly significant function. The Hungarian national character trait of emphatic patriotism was present in an even more fervent form in the Hungarian Jewish mind. Despite their centuries-old struggle against anti-Semitism, and especially from the nineteenth century on, Hungarian Jews remained convinced that they were one hundred percent Hungarians, differing in nothing but denominational variation from the Catholic and Protestant Hungarians. This mindset kept them apart and isolated from the Jewries of the Western world until overtaken by the tragedy of the Holocaust in the closing months of World War II.

This Selected Issues paper describes and discusses potential implications of recent changes in Hungary’s public debt strategy. Special attention is paid to the motivation for, and recent experiences with, the “Hungarian Government Security Plus Scheme” (MÁP+) for physical persons, introduced in June 2019. One of the main benefits of retail bonds is that they usually are perceived as more stable funding. However, it is argued that MÁP+ should be continuously monitored to ensure its objectives are achieved in the most cost-efficient manner and to avoid unintended distortions. The paper also focuses on specific public debt management policies in Hungary and it briefly discusses experiences with the retail bond programs in other countries but focuses mainly on the MÁP+ bond, the initial experience with this bond, and elaborates on its potential implications. MÁP+ has many reasonable objectives, although some of them, such as higher a savings rate of households and reduced external indebtedness, are to a major extent driven by macroeconomic policies. Going forward, the question remains whether these objectives can be achieved by appreciably lower cost to the budget given less expensive alternative funding sources and policy options. Public debt management also needs to respond to changing market conditions.
During the Middle Ages the majority of people in Western Europe never met any Hungarians. They didn’t even hear about them, as news about Hungary only reached Western Europe in times of extraordinary historical events– such as the adoption of Christianity at the turn of the 11th century, or the devastating Tatar invasion in 1241-1242. Obtaining information about the Hungarians from books was also difficult, as medieval Europe, even as late as in the 15th-16th centuries, lacked libraries that would have offered greater numbers of works on Hungary or on Hungarian topics. On top of it all, works that contained the most detailed and accurate information remained unknown, in their own period; posterity only found them in rare manuscript copies discovered much later. Yet once collected, we find that these sources, originating from distant parts of the continent and written for different purposes, contain information about Hungary and the Hungarians that most often reaffirm one another. This work examines these sources and sets out to answer four major questions: What did people in medieval Western Europe know, think, and believe about the Hungarians and Hungary? To what degree was this knowledge constant or fluid over the centuries that made up the medieval era, and were changes in knowledge followed by any changes in appreciation? Where was the country located in the hierarchy of European countries on the basis of the knowledge, suppositions, and beliefs relating to it? What were the most important elements in this image of the Hungarians and of Hungary, and which of them became the most enduring stereotypes?
