In a world where development positively depends on the rule of law and the related investment security, two global trends may chart the course of development: urbanization and education. Urbanization will globalize the concepts of “justice” and “fairness”; education will be dominated by the urban mindset and digital service economy, just as a culture of lawfulness will. This work looks at crime prevention education as an investment in the sustainable quality of life of succeeding generations, and at those who pursue such crime prevention as the providers of much-needed skills in the educational portfolio. Adopting a reformist approach, this work collects articles with findings and recommendations that may be relevant to domestic and international policymaking, including the United Nations Studies and their educational value for the welfare of coming generations. The books address the relevant United Nations ideas by combining them with academic approaches. Guided by the Editors’ respective fields of expertise, and in full recognition of academic freedom and “organized scepticism”, it includes contributions by lawyers, criminologists, sociologists and other eminent experts seeking to bridge the gap between academic and policy perspectives, as appropriate, against the international background, including the United Nations developments.​ The first volume opens with a foreword by Marta Santos Pais, the United Nations Special Representative of the Secretary-General on Violence against Children, and a general introduction by the editors. Part I provides an overview of United Nations principles for crime prevention and the treatment of women and children. Part II concentrates on education and the social learning of children and adolescents. The importance of quality education is stressed as is its impact on the behaviour of children of all ages. It also includes a discussion of the factors that still hinder access to good schooling in many parts of the world. Part III presents international research findings on children, juveniles and women both as victims and offenders. Statistics show overwhelmingly that these groups are more often victims than offenders.

This exploratory study presents a comparative profile of 65 women and 75 men who have sexually abused children. Findings suggest that important differences may exist between women and men who sexually abuse children. Female offenders had a lower income and occupational status than male offenders. Females were more likely to be unemployed or engaged in part-time work, and they were less residentially stable. Female offenders also tended to experience harsher childhoods, including more physical and emotional abuse and more criticism from their parents. Female offenders differed little from male offenders in marital instability, although females appeared to be less satisfied with their marital partners. Female offenders seemed to have higher needs for emotional and sexual need fulfillment than male offenders. Further, female offenders were more likely to have a history of being sexually victimized as children. Fewer female than male offenders were willing to admit acts of sexual abuse; consequently, it was difficult to determine if female offenders committed fewer and less intrusive forms of sexual violence on children. She is a victim of intimate partner violence, a woman who has been harmed. She is a criminal offender, a woman who has harmed others. Superficially, it seems she is two separate women. "Victim" and "offender" are binary categories used within law, social science, and public discourse to describe social experiences with a moral dimension. Such terms draw upon cultural narratives of good and bad people and have influenced scholarship, public policy, and activism. The duality of "good" and "bad" women, separated into mutually exclusive extremes of angels and demons, has helped segregate thinking about, and responses to, each group. In this groundbreaking study, Kathleen J. Ferraro exposes the limits of such thinking by exploring the link between victimization and offending from the perspective of the women charged with the crimes. Interviewing forty-five women charged with criminal offenses (more than half of whom killed their abusers; the others participated in a range of violent crimes related to domestic violence), Ferraro uses their stories to illuminate complex interactions with violent partners, their children, and the legal system. She shows that these women are neither stereotypical angels nor demons, but rather human beings whose complicated lives belie the abstract categorizations of researchers, legal advocates, and the criminal justice system. Ferraro begins with a general discussion of blurred boundaries and the complexity of experience, and moves from there to discuss women's interactions with the criminal processing system. In the course of her study, she reexamines, and finds wanting, many standard ways of evaluating women's violent behavior, including "mutual combat," "battered woman syndrome," and "cycle of violence." She argues that a more complex, nuanced understanding of intimate partner violence and how it contributes to women's offending will contribute to public policy less focused on control and accountability of individuals than on developing social conditions that promote everyone's safety and well-being and foster a sense of hope.
