Distant Revolutions: 1848 and the Challenge to American Exceptionalism is a study of American politics, culture, and foreign relations in the mid-nineteenth century, illuminated through the reactions of Americans to the European revolutions of 1848. Flush from the recent American military victory over Mexico, many Americans celebrated news of democratic revolutions breaking out across Europe as a further sign of divine providence. Others thought that the 1848 revolutions served only to highlight how America’s own revolution had not done enough in the way of reform. Still other Americans renounced the 1848 revolutions and the thought of trans-atlantic unity because they interpreted European revolutionary radicalism and its portents of violence, socialism, and atheism as dangerous to the unique virtues of the United States. When the 1848 revolutions failed to create stable democratic governments in Europe, many Americans declared that their own revolutionary tradition was superior; American reform would be gradual and peaceful. Thus, when violence erupted over the question of territorial slavery in the 1850s, the effect was magnified among antislavery Americans, who reinterpreted the menace of slavery in light of the revolutions and counter-revolutions of Europe. For them a new revolution in America could indeed be necessary, to stop the onset of authoritarian conditions and to cure American exemplarism. The Civil War, then, when it came, was America’s answer to the 1848 revolutions, a testimony to America’s democratic shortcomings, and an American version of a violent, nation-building revolution.

In the ensuing war the country was led by Kossuth. The Hungarians lost the war and, in August 1849, Kossuth fled, never to return to his homeland. Louis Kossuth was a forceful, powerful governor-president of Hungary, the people's spokesman and hero but also the symbol of much that they considered calamitous in the national character. At once dynamic and forceful, but also hesitant and weak - he made great provisions for the wounded, veterans, women and orphans but also squandered the lives of his soldiers unnecessarily. He emancipated the peasants and the Jews and, though he died an impoverished exile, he remained a popular idol in Hungary, his name a symbol of the aspiration for independence. His legend grew with the years and was further cultivated after 1945, when Hungary had lost much of the independence for which Kossuth struggled.

Focusing on the collective identities framing conflict during these two upheavals and in the intervening period, Gould reveals that while class played a pivotal role in 1848, it was neighborhood solidarity that was the decisive organizing force in 1871. The difference was due to Baron Haussmann's massive urban renovation projects between 1852 and 1868, which dispersed workers from Paris's center to newly annexed districts on the outskirts of the city. In these areas, residence rather than occupation structured social relations. Drawing on evidence from trail documents, marriage records, reports of police spies, and the popular press, Gould demonstrates that this fundamental rearrangement in the patterns of social life made possible a neighborhood insurgent movement; whereas the insurgents of 1848 fought and died in defense of their status as workers, those in 1871 did so as members of a besieged urban community. A valuable resource for historians and scholars of social movements, this work shows that collective identities vary with political circumstances but are nevertheless constrained by social networks. Gould extends this argument to make sense of other protest movements and to offer predictions about the dimensions of future social conflict.
