Making Every Vote Count by Henry Milner Pdf

Steps Toward Making Every Vote Count brings together the best analyses from the best qualified observers on developments in the growing movement to reform Canada's electoral system. Among mature democracies, only the United States and Canada use the first-past-the-post (FPTP) system for electing all state and provincial, as well as national, law makers. In Canada the debate over the electoral system, which began in earnest after the 1997 federal election, is now moving from the university and think-tank seminar room to the floor of five provincial legislatures. Four key chapters present up-to-date accounts of developments in BC, Quebec, PEI, and Ontario. They show the provinces moving at different speeds toward meeting an objective to propose a specific model of proportional representation that also ensures a continued role for directly elected representatives of specific geographic boundaries. Two chapters recount experiences in New Zealand and Scotland, which adopted electoral plans attempting just such a balance. Others look at South Africa, Japan, Frances, and the United States - each selected for the light its casts on a specific aspect of electoral system reform. The remaining chapters consider various practical implications of changing Canada's electoral system - now a very real prospect.

Making Democracy Work by Robert D. Putnam,Robert Leonardi,Raffaella Y. Nanetti Pdf

Why do some democratic governments succeed and others fail? In a book that has received attention from policymakers and civic activists in America and around the world, Robert Putnam and his collaborators offer empirical evidence for the importance of "civic community" in developing successful institutions. Their focus is on a unique experiment begun in 1970 when Italy created new governments for each of its regions. After spending two decades analyzing the efficacy of these governments in such fields as agriculture, housing, and health services, they reveal patterns of associationism, trust, and cooperation that facilitate good governance and economic prosperity.

The Motivation to Vote by André Blais,Jean-François Daoust Pdf

Elections are at the heart of our democracy. Understanding citizens’ decisions to vote or to abstain in elections is crucial, especially when turnout is declining. In this book, André Blais and Jean-François Daoust provide an original and elegant model that explains why people vote, based on four factors: political interest, sense of civic duty, perceived importance of the election, and ease of voting. Their findings are strongly supported by empirical evidence from elections in five countries. The analysis is compelling and demonstrates the power of their model to provide a provocative and parsimonious explanation of voter turnout in elections.

Contract with America by Newt Gingrich,Richard K. Armey Pdf

The November 1994 midterm elections were a watershed event, making possible a Repbulican majority in Congress for the first time in forty years. Contract with America, by Newt Gingrich, the new Speaker of the House, Dick Armey, the new Majority Leader, and the House Republicans, charts a bold new political strategy for the entire country. The ten-point program, which forms the basis of this book, was announced in late September. It received the signed support of more than 300 GOP canditates. Their pledge: "If we break this contract, throw us out". Contract with America fleshes out the vision and provides the details of the program that swept the GOP to victory. Among the pressing issues addressed in this important book are: balancing the budget, stopping crime, reforming welfare, reinforcing families, enhancing fairness for seniors, strengthening national defense, cutting government regulations, promoting legal reform, considering term limits, and reducing taxes.

The Reasoning Voter by Samuel L. Popkin Pdf

The Reasoning Voter is an insider's look at campaigns, candidates, media, and voters that convincingly argues that voters make informed logical choices. Samuel L. Popkin analyzes three primary campaigns—Carter in 1976; Bush and Reagan in 1980; and Hart, Mondale, and Jackson in 1984—to arrive at a new model of the way voters sort through commercials and sound bites to choose a candidate. Drawing on insights from economics and cognitive psychology, he convincingly demonstrates that, as trivial as campaigns often appear, they provide voters with a surprising amount of information on a candidate's views and skills. For all their shortcomings, campaigns do matter. "Professor Popkin has brought V.O. Key's contention that voters are rational into the media age. This book is a useful rebuttal to the cynical view that politics is a wholly contrived business, in which unscrupulous operatives manipulate the emotions of distrustful but gullible citizens. The reality, he shows, is both more complex and more hopeful than that."—David S. Broder, The Washington Post

After the Flight 93 Election by Michael Anton Pdf

In September 2016, the provocative essay “The Flight 93 Election” galvanized many voters by spotlighting the stakes ahead in November and reproaching complacent elements of the Right. It also drew disparagement from many who judged it too apocalyptic in its assessment of the options facing the electorate. Its author, Michael Anton—writing as “Publius Decius Mus”—addressed the main criticisms of his argument soon afterward in a “Restatement on Flight 93.” A new criticism emerged later on: that he had painted a dire scenario to be averted, but no positive vision. Here, Anton presents the positive ideal that inspired him—a distillation of his thinking on Americanism and the West, refined over decades. He lays out the foundational principles of the American and Western traditions, examines the biggest threats to their survival, and underscores the necessity of continuing to defend them.

Voting Counts by Law Commission of Canada Pdf

"Through the electoral process, citizens grant authority to their governments and to the laws governments enact. In recent years more and more Canadians have expressed their desire for improvements to our system of democratic governance, and to the mechanisms through which they can participate in government decision-making processes...This report aims to clarify the debates surrounding electoral reform: it reviews the arguments advanced to justify change, evaluates their relevance and cogency, and proposes a new model." -- p. vii.
