Excerpt from A History of Vagrants and Vagrancy and Beggars and Begging IN the course of collecting materials for a history of vagrancy and begging I have become conscious of the magnitude of the subject I have undertaken, and that to describe fully from the earliest period the condition of the outcasts of society involves an account of the social and political struggles of the lower classes to emancipate themselves. To trace out, in fact, the vicissitudes of the servile classes from the time they are servile by inheritance or by destiny, until they become free members of society, and leave only a remnant who are servile or abject from choice, and whose history becomes a record of hypocrisy, humbug, and habitual idleness. I have endeavoured, during a long period of research, to gather together all the most noteworthy particulars regarding the home less wanderer, and the beggar and vagabond, derivable from the laws, from historical records, andfrom the most trustworthy con temporaries or commentators of the periods I have attempted to illustrate. Overawed by the imposing array of the rebels, the King consented to all their demands, and granted them charters of emancipation. But immediately on the dispersion of the peasants after the death of their leader, Wat Tiler, the King and the nobles attacked them at the head of armed bands, and spread death and destruction amongst them, both by the sword and by the pitiless execution of large numbers of them. But although the villeins had failed in their immediate object, they had demonstrated their power in combination, and the landlords, recognising that this power must increase as time rolled on, gradually let their lands on lease, and accepted money payments as a substitute for labour. In the 1970s the vagrant alcoholic was not a new problem, and for the previous two hundred years people had asked: What can be done to help them? Why not lock them up? Why don’t they get jobs? Tim Cook had worked for many years with homeless men and in this book, originally published in 1975, he describes the problems of vagrant alcoholics and the way in which one voluntary organization, the Alcoholics Recovery Project, based in South London, responded to these problems. The response had in essence been one of experimentation beginning with the first hostel in 1966, the development of non-residential shop fronts in 1970, and the employment of a team of recovered alcoholics in 1974. The Project sought to break down the mistrust surrounding the problem on all sides and to rediscover the potential of the so-called ‘hopeless’ skid row alcoholic. Tim Cook places the Project’s work in the wider context of social work and social responsibility, and shows that its methods had relevance for other agencies. He also examines the persistent failure of successive governments to take any positive action to tackle the problems of vagrant alcoholics. Throughout the book the views of the alcoholics themselves are integrated with the attitudes and experiences of the Project workers. The author offers an assessment of the Project’s work, and an outline of its limitations, stressing that no easy answer exists to this problem. In this book, criminologist Joe Hermer explores how the dilemma of giving to someone begging today has become an unusual site of regulation, public inquiry and law reform. This book investigates why handing pocket change to someone begging is now widely viewed as a gift crime, one that attempts to make the giving public complicit in the policing and control of visibly poor people. Drawing on the historical insight that public feeling is a central problem of policing the vagrant beggar, the author examines how a quirky provincial experiment to stop people giving to beggars morphed into an unlikely movement across England. Hermer ranges widely in his analysis, with discussions of 'diverted giving' schemes, specialised police operations, activist efforts to repeal the Vagrancy Law, and begging-like activities such as busking, Big Issue vending and flag day collections. The author pays particular attention to the Vagrancy Act 1824 and the historic reforms enabled by gift crime regulation to this storied area of criminal law.
