A LAW ENFORCEMENT AND SECURITY OFFICERS' GUIDE TO RESPONDING TO BOMB THREATS by Jim Smith Pdf

This newly revised edition is designed to integrate information in a clear and concise for¬mat to allow law enforcement to respond to bomb threats, bomb incidents, or chemical-biological-radiologi¬cal events. The reader will find the information in this book useful as a general guide to develop local protocols to meet these occurrences. With the current threat, increased vigilance and knowledge is mandatory among all law enforcement and security officers to have a working knowledge of bombs, explosives and other threats for their own protection. Among the topics discussed include the basic techniques for risk assessment and target and hazard identification. These are essential components in relating to the probability of a bombing attack and the potential outcome of such an attack. The common methods of bomb delivery, bomb construction and methods of triggering are also demonstrated. Letter bombs, vehicle bombs and high-risk facilities such as aircraft, airports, medical facilities and schools are examined as well as the utilization of chemical, biological and radiological devices and the unique hazards associated with these devices. This book also includes a section for emergency medical service personnel in treating those injured from blast, overpressure, shrapnel and chemical agents. This text is not a replacement for trained and well-equipped bomb technicians but is designed to allow the first responder to make identification of suspect items and take appropriate action until well-equipped bomb technicians arrive on the scene.

Crisis and Emergency Management by Ali Farazmand Pdf

More than 12 years have passed since the publication of the first edition of Crisis and Emergency Management. During that time numerous disasters—from 9/11 to massive earthquakes in Iran and China, to the giant Asian Tsunami, Hurricane Katrina, and the Fukushima Tsunami and ensuing nuclear meltdown—have changed the way we manage catastrophic events. With contributions from leading experts, this second edition features 40 new chapters that address recent worldwide crises and what we have learned from emergency responses to them. See What’s New in the Second Edition: Up-to-date concepts, theories, and practices Analysis of recent disasters and their effect on emergency management Policy and managerial lessons Suggestions for capacity building in crisis and emergency management The book covers a wide range of international issues using critical, empirical, and quantitative analyses. It discusses various approaches to topics such as resolving political tension and terrorism issues, the potential use of biological weapons, and the role of public relations in crisis. The author offers insight into organizational and community resiliency development; a "surprise management" theory in practice for upgrading the knowledge and skills in managing crises and governing emergencies; and better and more effective organizational, political, social, and managerial coordination in the processes. He presents case studies that enhance and advance the future theory and practice of crisis and emergency management, while at the same time providing practical advice that can be put to use immediately. Managing crises and governing emergencies in such an age of challenges demands a different kind of knowledge, skills, and attitudes that were not available yesterday. This book gives you valuable information with applications at the macro, micro, organizational, and interorganizational levels, preparing you for emergency management in an increasingly globalized and uncertain world.

Police Guide to Bomb Search Techniques by Frank A. Moyer Pdf

This manual provides search techniques for rooms, structures and areas, vehicles, and aircraft are among the procedures included in this guide to bomb search techniques for law enforcement and security officials. It emphasizes the need for a mobile communications and decisionmaking command center in directing bomb searches and describes how to plan for three possible ways bomb incidents begin: receipt of a threat or warning; location of a device suspected of being a bomb; and actual detonation or ignition of a bomb. General building search procedures are outlined, and a room searching technique is discussed based on the use of a two-man searching team. The manual outlines search techniques for structures and areas including outside areas, streets and highways, schools, office buildings, auditoriums, ships and aircraft, and elevator wells and shafts. Detailed procedures are given for searching a vehicle for an Improvised Explosive Device (IED) and for searching three critical areas in aircraft: flight deck, passenger seating portion over the fuel cells, and the rear of the aircraft. Investigative techniques at the bombing scene, where evidence is collected to identify the perpetrator, include selecting the team chief, securing and protecting the scene, ensuring safety, and organizing a scene search. Procedures for packaging and shipping samples for laboratory examination are described. A final chapter delineates the effects and hazards associated with the explosion of an IED and discusses peak-blast pressure and its effects upon persons or structures. Tabular data are included, and appendixes contain information on telephone call bomb threat procedures, envelope and package bombs description and identification, do's and don'ts, minimum safe distance radio and TV broadcasts, common terms associated with explosives, reference reading film and slide sets, and a glossary of terms.

Perfect Enemy by Dean T. Olson Pdf

On September 11, 2001, America's 700,000 law enforcement officers were forcefully introduced to a new era in policing after Islamist terrorists perpetrated the most savage and horrific terrorist violence ever on American soil. In spite of the post 9/11 proliferation of information about Islamist terrorism, many law enforcement officers remain uninformed about the nature, scope, and reality of this threat. Even the FBI (America's lead law enforcement agency in the struggle against Islamist terrorism) fails to arm its agents with accurate and comprehensive information to understand this patient, merciless, and fanatical foe. This manual was prepared to address this knowledge void by explaining the underlying politico-religious motivations that drives Islamist terrorism. It contains chapters that explain Islamist terrorism and describe the history of Islam and the Prophet Muhammad. The tenets of Islam and the ideology used to justify terrorist atrocities ranging from suicide/homicide bombings in Israel to the slaughter of school children in Beslan, Russia are documented. The history of Jihad, the oldest and most successful international Islamist group in the world, and how this group has established an effective subversive apparatus in America that works tirelessly to dismantle our democratic freedoms is described. The text explains that by using a “soft” form of Jihad, this group seeks to destroy Western ideals and democracy with the goal of replacing them with a fascist totalitarian ideology to obtain world domination and the forced imposition of a seventh century politico-religious system of law. The radicalization process that can lead apparently well-integrated Muslim citizens to terrorism is discussed, including the Taliban and al-Qaeda terrorist groups. A summary of comprehensive information detailing the Islamist groups active within America and the dangers they pose to Homeland Security is provided. In addition, the Appendices contain an Arabic Name Analysis, Ritual Prayer-Salat, Jihad Holy War Verse in the Koran, Jihad campaigns in history, “The Last Night” letter by Muhammad Atta who was the leader in the 9/11 attacks, and an explanatory memorandum on the general strategic goal for the Muslim Brotherhood in North America. Perfect Enemy provides unbiased and accurate information to acquaint our law enforcement officers and Homeland Security officials with the Islamist mindset and threat. Knowing our adversaries is a fundamental first step in defeating their violent intentions and ensuring our survival, peace, and safety. (Publisher)
