Excerpt from A National Forestry Research Program The colleges and universities have gradually strengthened their for estry research programs in recent years, particularly the institutions with agricultural experiment stations and forestry schools. This re search is supported mostly by State and other non-federal funds. Some Federal support to forestry research, however, is derived from Department of Agriculture grant funds made available to the States through cooperative programs administered through the Cooperative State Research Service. 13the Forest Service also provides cooperative financing of selected projects at universities to stimulate additional research on projects of joint interest. In the colleges and universities lie substantial Opportunities for future expanded forestry research. Their research potential has as yet barely been realized and they could and should be doing more. The national program recognizes the importance of institutional research. It proposes as a part of the Federal program a strengthening of cc operative research at the colleges and universities. The coordination of research has also been carefully considered as a necessary part of the national program. Coordination 1s achieved in a number of ways. The Department of Agriculture maintains a uniform project system under which all project proposals by research agencies of the Department are reviewed and coordinated. Tech nical advisory committees composed of university, industry, and F cd eral scientists meet regularly to discuss research plans and projects underway. Formally constituted regional research committees plan and do joint research on problems of interest to several States. Special panels of industry representatives are organized periodically to review and coordinate research in a special problem field such as seasoning of wood or glues and gluing: Other committees are fre quently formed to coordinate research on special problems such as pole blight disease research or brush control studies. This t pe of coordinating machinery has been effective m the past. It shou d con tinne as an essential part of future expanded programs of the indus tries, colleges and universities, and the Department of Agriculture. Progress during the past year and plans for the year ahead are discussed. The aim is to concentrate available resources on the more pressing problems and at the same time maintain proper balance toward achieving long range objectives. Coordination of research efforts receives atten tion. Research undertaken directly by Department scientists is conducted at the national headquarters, Washington, D. C.; at the Forest Products Laboratory, Madison, Wisconsin; at ten Regional Forest Experiment Stations which carry out projects at a number of locations throughout the United States; and at the Institute of Tropical Forestry in Puerto Rico. Most of the research is headquartered on or near the campuses of colleges and universities. There are 350 active projects requiring about man-years of professional effort. Brief summaries included in the report describe ongoing Hatch Act research in forestry and related fields at the state agricultural experiment stations. Alto gether there are 218 active projects in 43 state agricultural experiment stations. Many of the individual projects contribute formally to the objectives of regional projects, with the project leaders meeting together annually. There are existing forestry regional projects in forest genetics and tree improvement, ecology and economics. Recreational use of forest lands is increasing at an unprecedented pace. Many of the diverse uses are becoming belligerently incompatible and research is needed on which to base management systems that permit what are not conflicting uses. Research is also urgently needed to develop acceptable alternatives to the limiting concept of pure wilderness. Carefully designed trail systems based on research results are needed to accommodate hikers, horseback riders, skiers, and a variety of off-road vehicle users. Such trails are essential both to protect forest land and to reduce conflict among users. Forest land zoning should be considered as a management tool in the location and development of winter sports areas and new mountain communities. Research programs designed to enhance the quality of the forest environment are essential. Harvesting techniques and patterns that are compatible or acceptable aesthetically must be developed. Mith additional research, we can provide texture, color, and diversity in the forest landscape, while at the same time allowing timber harvest. Mith a full implementation of multiple use, forest roads and trail systems can be designed to permit timber extraction as well as to provide recreation opportunity.
