Cameroon by Boniface Essama-Nssah,James Jerome Gockowski Pdf

This country case study, part of the Operations Evaluation Department (OED) A Review of the 1991 World Bank Forest Strategy and Its Implementation, evaluates World Bank operations in Cameroon for their consistency with the strategy. The strategic aspects of those operations are judged here on their relevance, effectiveness, efficiency, institutional development, and sustainability. The fundamental objective of the forest policy reform in Cameroon was to establish a transparent, equitable, and sustainable management system for forest resources. The outcome of the reform process was limited, for four reasons. First, the government of Cameroon lacked genuine commitment and the capacity to carry out the reform. Second, key actors in the reform process (particularly foreign logging companies and the parliament) chose to oppose it. Third, partners such as the World Bank failed to devise an implementation strategy compatible with the underlying dynamics of political and socioeconomic changes in Cameroon. Finally, while Cameroon's forest policy is well codified in documents, it is poorly implemented. Although the reforms have led to increased tax revenues and increased the share of GDP attributable to the forest sector, the structural underpinnings of the sector have been little affected. Government agencies in the sector continue to be weak. The international logging companies that dominate the sector continue to have a free hand in the development and use of the forest resources of Cameroon. Local communities were left out of the reform process, despite the declared objective to include them in forest resource management. Overall, the interventions of the Bank inside and outside the forest sector in Cameroon were relevant to its strategic objectives, but they were neither efficacious nor efficient. Because of weak institutional development, the achievements are unlikely to be sustained. The Bank should focus its future reform efforts in Cameroon on the collection and dissemination of relevant and reliable information, working with a larger set of stakeholders, and using more Cameroonian expertise to gain local perspective and build capacity. The success of such an approach hinges on government commitment and the cooperation of other donor countries, including those with timber interests in Cameroon.

The Political Economy of Forest Use and Management by M V Nadkarni,Syed Ajmal Pasha,L S Prabhakar Pdf

This book examines the relationship between ecology, environment and the sustainable use of natural resources in the course of economic development. It presents findings of a study of two districts in the state of Karnataka which are relevaant for all developing countries. Through a combination of historical analysis and contemporary field study, the authors argue that the political economy of forest use should not be restricted to the struggle between local interests, wider economic interests, and the state. The study draws attention to the crisis situation in forest utilization and urges that alternative institutional forms be evolved, involving the local people in forest management and regeneration.

Economics of Forestry by Bernhard E. Fernow Pdf

Excerpt from Economics of Forestry: A Reference Book, for Students of Political Economy and Professional and Lay Students of Forestry IN this volume it is proposed to treat of for ests and forestry from the standpoint of political economy. The statesman, the student of economics, as well as the layman who desires knowledge on these matters, is to find here such information as will enable him to form an intelligent view and a true estimate of the position which forests and forestry should occupy in our political house hold, or rather the position which the community and governments should take with reference to their forest resources; it is to furnish a trust worthy basis for formulating public policy. At the same time it is hoped that this presentation of the subject will be acceptable to the growing number of professional foresters, assisting them in an intelligent survey of their art from a point of view outside of that of the technicist. The Political Economy of Resource Regulation by Andreas R.D. Sanders,Pål Thonstad Sandvik,Espen Storli Pdf

Industrialist John Paul Getty famously quipped, “The meek shall inherit the earth, but not its mineral rights.” Throughout history, natural resources have been sources of wealth and power and catalysts for war and peace. The case studies gathered in this innovative volume examine how the intersection of ideas, interest groups, international institutions, and political systems gave birth to distinctive regulatory regimes at various times and places in the modern world. Spanning seven continents and focusing on both advanced and developing economies, it offers unique insights into why some resource-rich countries have flourished while others have been mired in poverty and corruption.

Handbook of Forest Resource Economics by Shashi Kant,Janaki Alavalapati Pdf

It is increasingly recognized that the economic value of forests is not merely the production of timber. Forests provide other key ecosystem services, such as being sinks for greenhouse gases, hotspots of biodiversity, tourism and recreation. They are also vitally important in preventing soil erosion and controlling water supplies, as well as providing non-timber forest products and supporting the livelihoods of many local people. This handbook provides a detailed, comprehensive and broad coverage of forest economics, including traditional forest economics of timber production, economics of environmental role of forests, and recent developments in forest economics. The chapters are grouped into six parts: fundamental topics in forest resource economics; economics of forest ecosystems; economics of forests, climate change, and bioenergy; economics of risk, uncertainty, and natural disturbances; economics of forest property rights and certification; and emerging issues and developments. Written by leading environmental, forest, and natural resource economists, the book represents a definitive reference volume for students of economics, environment, forestry and natural resource economics and management.
