Although asbestos is no longer mined in the United States, prior and ongoing exposures to asbestos continue to contribute to respiratory diseases, including mesothelioma, lung cancer, and asbestosis. To examine ongoing issues and concerns in this field, the National Institute for Occupational Safety and Health (NIOSH) drafted a research roadmap, Asbestos Fibers and Other Elongated Mineral Particles: State of the Science and Roadmap for Research, that provides an overview of the state of the science and a plan for future research in areas including toxicology, mineralogy, epidemiology, and exposure assessment. The focus of the proposed research is on clarifying the relationship between human health effects and the physical and chemical characteristics of a wide range of elongate mineral particles. In 2008, NIOSH asked the Institute of Medicine and the National Research Council to form a committee to provide a review of the scientific and technical quality of the January 2009 draft NIOSH Roadmap document. The present volume provides the committee's assessment of the Roadmap and recommendations for strengthening its utility for NIOSH, other federal agencies, the private sector, and other stakeholders.

The world's ocean has already experienced a 30% rise in acidity since the industrial revolution, with acidity expected to rise 100 to 150% over preindustrial levels by the end of this century. Potential consequences to marine life and also to economic activities that depend on a healthy marine ecosystem are difficult to assess and predict, but potentially devastating. To address this knowledge gap, Congress passed the Federal Ocean Acidification Research and Monitoring (FOARAM) Act in 2009, which, among other things, required that an interagency working group create a "Strategic Plan for Federal Research and Monitoring of Ocean Acidification." Review of the Federal Ocean Acidification Research and Monitoring Plan reviews the strategic plan on the basis of how well it fulfills program elements laid out in the FOARAM Act and follows the advice provided to the working group in the NRC's 2010 report, Ocean Acidification: A National Strategy to Meet the Challenges of a Changing Ocean. This report concludes that, overall, the plan is strong and provides a comprehensive framework for improving our understanding of ocean acidification. Potential improvements include a better defined strategy for implementing program goals, stronger integration of the seven broad scientific themes laid out in the FOARAM Act, and better mechanisms for coordination among federal agencies and with other U.S. and international efforts to address ocean acidification.

Many coastal areas of the United States are at risk for tsunamis. After the catastrophic 2004 tsunami in the Indian Ocean, legislation was passed to expand U.S. tsunami warning capabilities. Since then, the nation has made progress in several related areas on both the federal and state levels. At the federal level, NOAA has improved the ability to detect and forecast tsunamis by expanding the sensor network. Other federal and state activities to increase tsunami safety include: improvements to tsunami hazard and evacuation maps for many coastal communities; vulnerability assessments of some coastal populations in several states; and new efforts to increase public awareness of the hazard and how to respond. Tsunami Warning and Preparedness explores the advances made in tsunami detection and preparedness, and identifies the challenges that still remain. The book describes areas of research and development that would improve tsunami education, preparation, and detection, especially with tsunamis that arrive less than an hour after the triggering event. It asserts that seamless coordination between the two Tsunami Warning Centers and clear communications to local officials and the public could create a timely and effective response to coastal communities facing a pending tsuanami. According to Tsunami Warning and Preparedness, minimizing future losses to the nation from tsunamis requires persistent progress across the broad spectrum of efforts including: risk assessment, public education, government coordination, detection and forecasting, and warning-center operations. The book also suggests designing effective interagency exercises, using professional emergency-management standards to prepare communities, and prioritizing funding based on tsunami risk.

Marine debris from ships and other ocean-based sources-including trash and lost fishing gear-contributes to the spoiling of beaches, fouling of surface waters and the seafloor, and harm to marine animals, among other effects. Unfortunately, international conventions and domestic laws intended to control marine debris have not been successful, in part because the laws, as written, provide little incentive to change behavior. This book identifies ways to reduce waste, improve waste disposal at ports, and strengthen the regulatory framework toward a goal of zero waste discharge into the marine environment. Progress will depend on a commitment to sustained funding and appropriate institutional support. The Interagency Marine Debris Coordinating Committee should, through planning and prioritization, target research to understand the sources, fates, and impacts of marine debris. It should support the establishment of scalable and statistically rigorous protocols that allow monitoring at a variety of temporal and spatial scales. These protocols should contain evaluative metrics that allow assessment of progress in marine debris mitigation. The United States, through leadership in the international arena, should provide technical assistance and support for the establishment of additional monitoring and research programs worldwide.

But growth of coastal populations and increasing demands on marine resources are putting the future of ocean and coastal resources at risk through impacts such as overfishing, wetland drainage, climate change, and pollution of coastal waters. Given these demands, it is vital to build capacity-the people, the institutions, and technology and tools-needed to manage ocean resources. Unfortunately, many capacity building efforts focus on specific projects rather than on capacity building as goal unto itself, resulting in activities that are not funded or sustained past the typically short project lifetime. This book finds that the most successful capacity-building efforts meet the needs of a specific locale or region based on periodic assessments and include plans to maintain and expand capacity after the project ends. The report recommends ways that governments and organizations can help strengthen marine protection and management capacity, including conducting periodic program assessments, making plans to sustain funding, and developing leadership and political will. The book was produced at the request of Gordon and Betty Moore Foundation, the President's Circle of the National Academies, the David and Lucile Packard Foundation, the National Oceanic and Atmospheric Administration, the National Science Foundation, the Marisla Foundation, and the Curtis and Edith Munson Foundation.

The environmental integrity and sustainable productivity of the ocean, our coasts and coastal watersheds, and the Great Lakes play a central role in the well-being of all Americans. Every day, the marine environment supplies a multitude of products and services that enhance and support the lives and livelihoods of citizens. In 2011, Americans, on average, ate 15 pounds of fish and shellfish per person - 4.7 billion pounds all together - making the United States second in the world in total seafood consumption. Offshore oil production in Federal waters accounts for fully 24 percent of total U.S. crude oil production. More than half of the United States population lives in coastal watershed counties, and these counties generate 58 percent ($8.3 trillion) of the Nation's gross domestic product (GDP)-even though they comprise only 25 percent of the Nation's land area. If American coastal watershed counties were considered an individual country, that country would have a GDP higher than that of China. Recognizing the central role these environments and their resources play, and the many sometimes competing demands placed on them, President Obama issued Executive Order 13547, Stewardship of the Ocean, Our Coasts, and the Great Lakes, on July 19, 2010. The Executive Order established a comprehensive National Ocean Policy to improve the Nation's stewardship of the ocean, our coasts, and the Great Lakes. The Policy, which adopts the Final Recommendations of the Interagency Ocean Policy Task Force, calls for use of the best available science to inform decisions affecting these essential ecosystems as well as to enhance humanity's capacity to understand and respond to a changing global environment. Full implementation of the National Ocean Policy will require significant progress in ocean science and more effective application of research results to aid decision-making. These two important concepts drove the selection of issues that frame this document, Science for an Ocean Nation. Science for an Ocean Nation sets priorities for scientific research that support the National Ocean Policy goal of balancing the productive use of the marine environment with its stewardship and protection. It represents the consensus view of 25 Federal agencies regarding key ocean science research areas and incorporates extensive input from outside the Federal Government. This report is constructed around six societal themes that frame ocean research in terms of the needs of Americans. Within these societal themes, Science for an Ocean Nation presents research priorities with the greatest potential to provide benefits to the Nation. This report builds on its predecessor, Charting the Course for Ocean Science in the United States for the Next Decade ("Charting the Course"), by updating research priorities, addressing emerging areas of research, and highlighting accomplishments resulting from Charting the Course. It also highlights cross-cutting capabilities and approaches that can help provide the technological advancements, broad perspective, and community structure needed to address the research priorities. The themes that frame Science for an Ocean Nation represent key areas of interaction between human society and the ocean. The research priorities within each societal theme draw upon both natural and social sciences and aim to improve the tools required not only to carry out research but also to translate, disseminate, and apply the results of that research to address pressing issues facing the Nation and the world.
