The case study explores which skills and training opportunities young people need in order to gain access to decent employment in rural areas. The research was undertaken in order to develop recommendations to support the Ministry of Agriculture, Forestry and Fisheries (MAFF) and FAO Cambodia in developing appropriate recommendations to support rural young people, especially those of the 15 to 17 age cohort. The study highlights the limited decent employment opportunities that currently exist along various agricultural value chains in rural Cambodia. Poverty and the structural problems of the agricultural sector are the main barriers for youth in accessing decent rural employment. A substantial enhancement of the education system, as well as the provision of appropriate training services to ensure successful schoolto-work transition is seen as necessary to tackle these challenges. A well-balanced policy mix reflecting national and local circumstances can encourage employment opportunities and create an environment that enables rural youth. Building on previous research on agriculture in Cambodia, agricultural transformation requires promotion of agribusiness enterprises, support to community-managed organizations of farmers, promotion of agropreneurs, and investments in agricultural and rural development, particularly in infrastructure, energy, water, education and health. Moreover, most youth entering agriculture are self-employed and work as smallscale farmers. Therefore, the provision of skills and training in rural areas should focus on the skills required to be self-employed.

This document records the oral and written given by witnesses at a Congressional hearing on the School-to-Work Opportunities Act of 1993 held in Fall 1993. Witnesses included Senators, the U.S. Secretary of Education, the U.S. Secretary of Labor, business officials, school officials, and program directors of various local and state programs. The testimony noted that the United States is one of the few Western nations that does not provide a career path for noncollege-bound students. It was suggested that formal programs encompassing the last 2 years of high school and 1-2 years after high school be set up to provide students with skills and certification. Cooperation between school systems and business and industry is essential to set up such programs. Testimony also profiled various successful programs throughout the country, such as "academies" for various industries set up within high schools. Such programs have resulted in students not only gaining job skills but also going on for further training or college education. What does higher education offer to make students competent actors in the world of work and other life spheres? This issue is most controversially debated in economically advanced countries since about four decades when higher education in economically advanced countries began to serve larger ranges of the occupational pyramid than merely the intellectually and professionally chosen few. The author of this volume analyzes a broad range of issues over four decades of his academic career. Employers’ and graduate surveys, secondary analyses of education and employment statistics as well as analyses of policy and academic debates form the basis of the key argument: Neither trust in expectations formulated by employers or in income and status as measures of successful study nor isolated claims for the pursuit of academic knowledge for its own sake and for the critical functions of higher education are a suitable reference frame for understanding the dynamic links between higher education and the world of work. A “match” between the number of graduates and the corresponding positions or between the competences acquired during study and job requirements cannot be expected. Students are more ambitious and strive for a broader range of goals than they can expect to be rewarded. Graduates have to be both highly qualified experts and sceptics as far as conventional wisdom is concerned, and they have to be prepared for indeterminate tasks.
