Introducing a statutory register of lobbyists by Great Britain: Cabinet Office Pdf

The Government is committed to introducing a statutory register of lobbyists. The aim is to increase the information available about lobbyists without unduly restricting lobbyists' freedom and ability to represent the views of the businesses, groups, charities and other individuals and organisations they represent or to deter members of the public from getting involved in policy making. This consultation paper asks a number of specific questions whose answers will help inform the drafting of the legislation that will be brought in. The key questions are: on the definition of lobbying and lobbyists; who should or should not be required to register; what information should be provided in the register; how often should the register be updated; what sanctions might be appropriate; who should run the register? An annex includes background information, jncluding reference to the Public Administration Select Committee report on lobbying (1st report session 2008-09, HC 36-I, ISBN 9780215525598), the Government response (PASC 8th special report, HC 1058, ISBN 9780215541499), and details of other jurisdictions' approaches to lobbying regulation. (PASC also did a follow-up on developments since its earlier inquiry: 5th report of session 2009-10 (HC 108, ISBN 9780215542649) to which the Government responded (3rd special report, HC 393, ISBN 9780215544421)).

Introducing a statutory register of lobbyists by Great Britain: Parliament: House of Commons: Political and Constitutional Reform Committee Pdf

The proposals in the Government's consultation paper, Introducing a Statutory Register of Lobbyists (Cm 8233, ISBN 9780101823326), focused the register on those who undertake lobbying activities on behalf of a third party client. Under the proposals, a lobbyist who worked in house for a large company such as News International would not be required to register, whereas a 'one-man band' lobbyist would be, and have to name their clients, and pay for the privilege. There is no evidence to suggest that third party lobbyists are a particular problem within the lobbying community; the Government's own records of ministerial meetings suggest that third party lobbyists make up less than 1% of all meetings with Ministers. The Government should abandon its plans and introduce regulation to cover all those who lobby professionally, in a paid role, including those who lobby on behalf of charities, trade unions, and think tanks. The Committee specifically recommends the Government: publish information about ministerial meetings no more than a month after the month in which the meeting occurred; improve the level of detail in meeting disclosures, so that the actual topic of a meeting is disclosed, rather than obscure terms like 'general discussion'; publish, where applicable, the company or charity number of any organisation that meets with Ministers or officials, so that the identity of the organisation can be properly verified; standardise the format of meeting data, with a view to publishing all ministerial and official meetings on one website, rather than on many different Government websites.

Parliament by Alexander Horne,Andrew Le Sueur Pdf

This collection of essays by leading academics, lawyers, parliamentarians and parliamentary officials provides a critical assessment of the UK Parliament's two main constitutional roles-as a legislature and as the preeminent institution for calling government to account. Both functions are undergoing change and facing new challenges. Part 1 (Legislation) includes chapters on Parliament's emerging responsibilities for pre-legislative scrutiny of government Bills and for evaluating proposed legislation against explicit constitutional standards. The impact on legislation of the European Union and the growing influence of the House of Lords are also examined. Part 2 (Accountability) investigates how Parliament operates to scrutinise areas of executive action previously often shielded from effective parliamentary oversight, including national security, war-making powers and administrative justice. There are also chapters on parliamentary reform, including analysis of the House of Commons 'Wright reforms', parliamentary sovereignty, privilege and the European Convention on Human Rights, Euroscepticism, and parliamentary sovereignty and the regulation of lobbyists. The book will be of interest to anyone who is curious about the work of Parliament and is aimed at legal academics, practitioners and political scientists.

House of Commons Procedure and Practice by Canada. Parliament. House of Commons,Robert Marleau,Camille Montpetit Pdf

This reference book is primarily a procedural work which examines the many forms, customs, and practices which have been developed and established for the House of Commons since Confederation in 1867. It provides a distinctive Canadian perspective in describing procedure in the House up to the end of the first session of the 36th Parliament in Sept. 1999. The material is presented with full commentary on the historical circumstances which have shaped the current approach to parliamentary business. Key Speaker's rulings and statements are also documented and the considerable body of practice, interpretation, and precedents unique to the Canadian House of Commons is amply illustrated. Chapters of the book cover the following: parliamentary institutions; parliaments and ministries; privileges and immunities; the House and its Members; parliamentary procedure; the physical & administrative setting; the Speaker & other presiding officers; the parliamentary cycle; sittings of the House; the daily program; oral & written questions; the process of debate; rules of order & decorum; the curtailment of debate; special debates; the legislative process; delegated legislation; financial procedures; committees of the whole House; committees; private Members' business; public petitions; private bills practice; and the parliamentary record. Includes index.

International Standard Classification of Occupations by International Labour Office Pdf

The International Standard Classification of Occupations 2008 (ISCO-08) is a four-level hierarchically structured classification that covers all jobs in the world. Developed with the benefit of accumulated national and international experience as well as the help of experts from many countries and agencies, ISCO-08 is fully supported by the international community as an accepted standard for international labour statistics. ISCO-08 classifies jobs into 436 unit groups. These unit groups are aggregated into 130 minor groups, 43 sub-major groups and 10 major groups, based on their similarity in terms of the skill level and skill specialisation required for the jobs. This allows the production of relatively detailed internationally comparable data as well as summary information for only 10 groups at the highest level of aggregation. Each group in the classification is designated by a title and code number and is associated with a definition that specifies the scope of the group. The classification is divided into two volumes: Volume I presents the structure and definitions of all groups in ISCO-08 and their correspondence with ISCO-88, which it supersedes, while Volume II provides an updated and expanded index of occupational titles and associated ISCO-08 and ISCO-88 codes.

OECD Regulatory Policy Outlook 2018 by Collectif Pdf

Laws and regulations govern the everyday life of businesses and citizens, and are important tools of public policy. Regulating has never been easy, but the overwhelming pace of technological change and unprecedented interconnectedness of economies has made it a daunting task. The 2018 Regulatory Policy Outlook, the second in the series, maps country efforts to improve regulatory quality in line with the 2012 OECD Recommendation on Regulatory Policy and Governance, and shares good regulatory practices. It provides unique insights into the organisation and institutional settings in countries for designing, enforcing and revising regulations. It also highlights areas of the regulatory cycle that receive too little attention from policy makers. Finally, it identifies areas where countries can invest to improve the quality of laws and regulations and presents innovative approaches to better regulation.

Restoring Accountability by Canada. Commission of Inquiry into the Sponsorship Program and Advertising Activities,John Howard Gomery Pdf

This report is concerned exclusively with the Gomery Commission's second mandate: to make recommendations, based on the factual findings of its first report, on a series of issues such as government transparency & accountability, the relationship between public servants and politicians, and the responsibilities that should be assigned to Parliament & parliamentarians. Part one outlines the reforms introduced by the federal government since the Commission was established in February 2004 and the suggestions the Commission heard from Canadians about what they felt should be done about accountability & transparency in government and other issues considered in the first report. Part two has five sections covering accountability issues, including the fundamental bases for the responsibilities & accountabilities of Ministers & senior public servants, the capacity of Parliament to hold the government to account, and the roles of the Prime Minister, Ministers, exempt staff, the Privy Council Office, and the Clerk of the Privy Council. Part three deals with more specific issues such as the future management of advertising & sponsorship activities as well as lobbying. It assesses measures to improve transparency, including legislative initiatives pertaining to information access, whistleblowing, sanctions related to failure to fulfil financial administration obligations, appointments to Crown corporations, and internal audits. Part four contains the Commission's consolidated recommendations which are also found throughout the report. The recommendations are designed to rebalance the relationship between Parliament & government, better assign responsibility, and strengthen accountability in the public interest.
