And in all cases where such stamp is used, instead of the proprietor writing his ini 'tials and the date thereon, the stamp shall be so affixed on the box, bottle or package that in opening the same or using the contents thereof, this stamp must be effectually destroyed; and in default thereof will be liable to the same penalty imposed for neglect to affix a stamp on other articles--fifty dollars. 99 of Act of 1st July, 1862.)
