The main focus of the research reported was to examine access to mainstream non-governmental health and social services organizations in Metropolitan Toronto for members of diverse cultural and racial groups, from the perspective of organizations providing direct services. The research focuses on those aspects of the health and social services system that provide entry, reception intake, and case management functions that must be carried out before the actual provision or delivery of services. The research approach included a survey of mainstream organizations and key informants, informal discussions with consumers, focus groups, a funding policy review, and case studies of innovations. Perceptions from respondents were obtained regarding barriers to access (information/awareness, physical/geographic, cultural, administrative, and cost barriers) and approaches and strategies to improve access. The four case studies involved organizations that have taken leadership in different areas of work to improve access to members of minority groups. Appendices include interview guides and survey forms.
