Securing sustainable small-scale fisheries: sharing good practices from around the world by Food and Agriculture Organization of the United Nations Pdf

This document includes eight studies showcasing good practices in support of sustainable small-scale fisheries. FAO commissioned these studies aiming to share experiences and promote the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines). The case studies were also intended to promote participatory approaches – in line with the SSF Guidelines principles – and to promote increased interaction between research and fishing communities, including the use of traditional knowledge and participatory research. It is hoped that the case studies will inform policy and policy processes and, in this way, promote sustainable small-scale fisheries according to the SSF Guidelines and the human rights-based approach to development (HRBA). The case studies constitute a rich selection of experiences and are diverse, not only with regard to their geographical setting but also in scope and approach. They span from looking at one specific tool for sharing experiences (the fisheries learning exchanges methodology in Madagascar and Mozambique) or examining the enabling environment in a specific thematic area (disaster risks in Bangladesh), to regional policy formulation on small-scale fisheries (the SSF Guidelines protocol for Caribbean policies) and reflection on how to use the SSF Guidelines in participatory processes (the Myanmar step-by-step approach to discussions with small-scale fisheries communities). A few of the papers look at co-management, in some cases combining fisheries management and social development (Senegal, Uruguay and Nepal), with one focusing on the role of small-scale fisheries and community organizations (India). Generally, the case studies refer to HRBA but, perhaps because many of the activities have taken place in the past, it seems that HRBA has rarely been consciously and explicitly implemented. Still, the case studies bear witness to a number of experiences and practices that are clearly steps in the right direction. Key good practices emerging from the studies refer to, among other things, holistic approaches to co-management and social responsibility; broad engagement, inclusiveness and partnerships; the power of communication; and gender equality and the role of women. As more experience is gained, our knowledge of how to go about implementing the SSF Guidelines will improve and nurture new and continued initiatives. For the present and the future, efforts should be made to apply HRBA, while continuing to share experiences and good practices showing how to do so when implementing the SSF Guidelines.

The contribution of aquaculture and fisheries to gross domestic product (GDP) is one of the most widely used indicators of its economic performance. Despite strong interest in and great efforts made towards assessing the contribution of aquaculture and fisheries to GDP, there is a general lack of understanding or consensus on how to properly measure the sector’s contribution to GDP and effectively use the measures for evidence-based policy and planning for sustainable aquaculture and fisheries development. While a fisheries GDP measure has been included in the Sustainable Development Goals (SDGs) of the 2030 Agenda for Sustainable Development (i.e. SDG Indicator 14.7.1: Sustainable fisheries as a percentage of GDP in small island developing states, least developed countries and all countries), it is nevertheless a Tier III indicator for which no internationally established methodology or standards are yet available. This paper contributes to improving the understanding and measurement of aquaculture and fisheries’ contribution to GDP by: (i) using input-output models (including mathematical formulas and numerical examples) to formulate and clarify a set of measures of aquaculture and fisheries’ contribution to GDP; (ii) discussing alternative methods to estimate the measures under data-poor environments; (iii) suggesting an empirical methodology and general guidelines on the estimation and reporting of the measures; and (iv) exploring how to utilize the measures for evidence-based policy and planning. The conceptual framework and empirical methodology suggested in the paper will help move towards internationally established methodology, standards and guidelines on measuring aquaculture and fisheries’ economic contribution.

The IHH study was carried out in support of the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines), themselves developed in recognition of the plight of small-scale fishers, fishworkers and associated communities and released as a contribution to the International Year of Artisanal Fisheries and Aquaculture 2022. The purpose of this report is to contribute to a more holistic understanding of what small-scale fisheries are, their importance, and why they are essential to efforts to achieve the Sustainable Development Goals (SDGs). By using this knowledge wisely within a human rights-based approach in line with the SSF Guidelines, and by empowering small-scale fishers and fishworkers, a more inclusive, equitable, sustainable and resilient small-scale scale fisheries subsector can be achieved. Realizing this goal would benefit hundreds of thousands in fishing communities and society at large. With this in mind, the IHH report is aimed at all those with a stake or an interest in the small-scale fisheries subsector, in particular decision-makers who are concerned with fisheries, poverty eradication, food security and nutrition, and sustainable development more generally.
