In recent years, Republicans and Democrats have drifted toward polarized immigration policy positions, forestalling congressional efforts at comprehensive reform. In this book Gary M. Reich helps explain why some states have enacted punitive policies toward their immigrant populations, while others have stepped up efforts to consider all immigrants as de facto citizens. Reich argues that state policies reflect differing immigrant communities across states. In states where large-scale immigration was a recent phenomenon, immigrants became an electorally-enticing target of restrictionist advocates within the Republican party. Conversely established immigrant communities steadily strengthened their ties to civic organizations and their role in Democratic electoral and legislative politics. Reich contends that these diverging demographic trends at the state level were central to the increasing partisan polarization surrounding immigration nationally. He concludes that immigration federalism at present suffers from an internal contradiction that proliferates conflict across all levels of government. As long as Congress is incapable of addressing the plight of unauthorized immigrants and establishing a consensus on immigration admissions, state policies inevitably expand legal uncertainty and partisan wrangling. The Politics of Immigration Across the United States will appeal to scholars and instructors in the fields of immigration policy, social policy, and state government and politics. This paper employs the daily returns of the Dow Jones Industrial Index, the S&P 500 index, the Russell 1000 index, and the Russell 2000 index to examine stock market reactions to a broad list of macroeconomic announcements, including money supply, inflation, employment, housing starts, and trade balances, etc. Several announcements concerning real economic activity that have received little attention in previous research are shown to have a significant impact on stock prices. The objective of this study was to track trends in the signs of higher-quality addiction treatment as defined by the National Institute on Drug Abuse, the National Institute on Alcohol Abuse and Addiction, and the Substance Abuse and Mental Health Services Administration. We analyzed the National Survey of Substance Abuse Treatment Services from 2007 through 2017 to determine the percent of facilities having the characteristics of higher quality. We analyzed the percent by state and over time. • We found improvements between 2007 and 2017 on most measures, but performance on several measures remained low. • Most programs reported providing evidence-based behavioral therapies. • Half or fewer facilities offered medications for opioid use disorder; mental health assessments; testing for hepatitis C, HIV, and sexually transmitted diseases; self-help groups; employment assistance; and transportation assistance. • There was significant state-level variation across the measures.

The United States routinely has one of the lowest voter turnout rates of any developed democracy in the world. That rate is also among the most internally diverse, since the federal structure allows state-level variations in voting institutions that have had—and continue to have—sizable local effects. But are expansive institutional efforts like mail-in registration, longer poll hours, and “no-excuse” absentee voting uniformly effective in improving voter turnout across states? With How the States Shaped the Nation, Melanie Jean Springer places contemporary reforms in historical context and systematically explores how state electoral institutions have been instrumental in shaping voting behavior throughout the twentieth century. Although reformers often assume that more convenient voting procedures will produce equivalent effects wherever they are implemented, Springer reveals that this is not the case. In fact, convenience-voting methods have had almost no effect in the southern states where turnout rates are lowest. In contrast, the adverse effects associated with restrictive institutions like poll taxes and literacy tests have been persistent and dramatic. Ultimately, Springer argues, no single institutional fix will uniformly resolve problems of low or unequal participation. If we want to reliably increase national voter turnout rates, we must explore how states’ voting histories differ and better understand the role of political and geographical context in shaping institutional effects.

Mohawk Interruptus is a bold challenge to dominant thinking in the fields of Native studies and anthropology. Combining political theory with ethnographic research among the Mohawks of Kahnawà:ke, a reserve community in what is now southwestern Quebec, Audra Simpson examines their struggles to articulate and maintain political sovereignty through centuries of settler colonialism. The Kahnawà:ke Mohawks are part of the Haudenosaunee or Iroquois Confederacy. Like many Iroquois peoples, they insist on the integrity of Haudenosaunee governance and refuse American or Canadian citizenship. Audra Simpson thinks through this politics of refusal, which stands in stark contrast to the politics of cultural recognition. Tracing the implications of refusal, Simpson argues that one sovereign political order can exist nested within a sovereign state, albeit with enormous tension around issues of jurisdiction and legitimacy. Finally, Simpson critiques anthropologists and political scientists, whom, she argues, have too readily accepted the assumption that the colonial project is complete. Belying that notion, Mohawk Interruptus calls for and demonstrates more robust and evenhanded forms of inquiry into indigenous politics in the teeth of settler governance.
