Distortions to Agricultural Incentives in Latin America by Kym Anderson,Alberto Valdes Pdf

The vast majority of the world's poorest households depend on farming for their livelihood. During the 1960s and 1970s, most developing countries imposed pro-urban and anti-agricultural policies, while many high-income countries restricted agricultural imports and subsidized their farmers. Both sets of policies inhibited economic growth and poverty alleviation in developing countries. Although progress has been made over the past two decades to reduce those policy biases, many trade- and welfare-reducing price distortions remain between agriculture and other sectors as well as within the agricultural sector of both rich and poor countries. Comprehensive empirical studies of the disarray in world agricultural markets first appeared approximately 20 years ago. Since then the OECD has provided estimates each year of market distortions in high-income countries, but there has been no comparable estimates for the world's developing countries. This volume is the second in a series (other volumes cover Africa, Asia, and Europe's transition economies) that not only fills that void for recent years but extends the estimates in a consistent and comparable way back in time and provides analytical narratives for scores of countries that shed light on the evolving nature and extent of policy interventions over the past half-century. 'Distortions to Agricultural Incentives in Latin America' provides an overview of the evolution of distortions to agricultural incentives caused by price and trade policies in the economies of South America, plus the Dominican Republic, Nicaragua, and Mexico. Together these countries constitute about 80 percent of the region's population, agricultural output, and overall GDP. Sectoral, trade, and exchange rate policies in the region have changed greatly since the 1950s, and there have been substantial reforms, especially in the 1980s. Nonetheless, numerous price distortions in this region remain, others have been added, and there have even been some policy reversals in recent years. The new empirical indicators in these country studies provide a strong evidence-based foundation for assessing the successes and failures of the past and for evaluating policy options for the years ahead.

Beyond Experiments in Development Economics by J. Edward Taylor,Mateusz J. Filipski Pdf

This book provides researchers, students, and practitioners with a methodology to evaluate the impacts of a wide diversity of development projects and policies on local economies. Projects and policies often create spillovers within project areas. LEWIE uses simulation methods to quantify these spillovers. It has become a complement to randomized control trials (RCTs), as governments and donors become interested in documenting impacts beyond the treated, comparing the likely impacts of alternative interventions, and designing complementary interventions to influence program and policy impacts. It is also a tool for impact evaluation where RCTs are not feasible. Chapters 1-4 motivate and present the basics of impact simulation, including how to design a LEWIE model, how to estimate the model, and how to obtain the necessary data. The remaining chapters provide a diversity of interesting real-world applications and extensions of the basic models. The applications include evaluations of the impacts of cash transfers for the poor, ecotourism, global food-price shocks, irrigation projects, migration, and corruption. Each chapter provide readers with the tools they need to conduct their own local economy-wide impact evaluations. All models and data used in this book are available on-line.

Viability and Sustainability of Small-Scale Fisheries in Latin America and The Caribbean by Silvia Salas,María José Barragán-Paladines,Ratana Chuenpagdee Pdf

One of the main goals in fisheries governance is to promote viability and sustainability in small-scale fishing communities. This is not an easy task given external and internal pressure, including environmental change and competition with other economic sectors searching for development in the coastal region. A comprehensive understanding of small-scale fisheries in their own context, and from a regional perspective, is an important step in supporting the implementation of the Voluntary Guidelines on Securing Sustainable Small-Scale Fisheries (SSF Guidelines). This book contributes to the global effort by offering knowledge, insights and lessons about small-scale fisheries in Latin America and the Caribbean. The 20 case studies included in the book make explicit the various dimensions that are intrinsic to small-scale fisheries in the region, and identify conditions and situations that affect the wellbeing of fishing communities. The book offers insights regarding the challenges faced by small-scale fisheries in the region, and, aligning with the objectives of the SSF Guidelines, provides lessons and experiences about how to make small-scale fishing communities viable while maintaining sustainable fisheries. This important book illustrates the complexity, diversity, and dynamics of small-scale fisheries in the Latin American and Caribbean region and presents experiences, tools, and approaches to lead towards sustainable and viable fisheries. The reader will gain a new understanding on the range of actions, approaches, and information needed for their successful management. John F. Caddy, International Fisheries Expert This book, prepared by the Too Big To Ignore partnership, constitutes a very valuable resource for policy makers, fisheries scientists, non-governmental organizations, civil society organizations, and fishing communities interested in putting in place sound management strategies, research, and actions to contribute to the sustainability of small-scale fisheries and food security in Latin America and the Caribbean region.
