This book contains the lectures presented at the International Workshop on Relation between Laboratory and Space Plasmas held at Gakushi-Kaikan (University Alumni Association) Kanda in Tokyo, Japan on 14 - 15 April, 1980. Its aim was to bring together laboratory, fusion and space plasma physicists and to highlight the communality of basic plasma phenomena, similarities and differences observed in the laboratory and in space, thus exchanging information tnd views on new ideas to link both areas. Although similar type of conferences were held in Europe and recently in the States, this is the first time we have had in Japan for such an international meeting, which may be regarded as an extended version of our national Workshop held twice at the Institute of Plasma Physics of Japan (IPPJ) in 1976 and in 1977 (IPPJ Research Report No. 286 and No. 365). The Workshop consisted of seven regular sessions and one special session with approximately ninety participants from allover the world. Thirty-six papers, invited and contributed, were presented, nine from U. S. A., three from U. S. S. R., two of each from Germany, France, India, one of each from Sweden, Canada, Belgium and fifteen from Japan. Satellite explorations of the near earth environment have vastly increased our understanding of space plasmas and their interactions with systems. A logical next step involves active experiments in which small quantities of matter and energy are injected into space environments. These experiments seek to verify tentative, scientific understanding and to identify ways to control environmental effects on systems. Serious questions may be raised regarding the legitimacy of conducting active experiments in space under United States military auspices. Here we review the treaty obligations regarding space environment modification to which the United States government has committed itself. Experiments involving the detonation of nuclear devices or interference with foreign space assets, especially "national technical means of verification", are explicitly forbidden. In planned these experiments great care must be exerted so that they produce no" widespread, long-lasting or severe effects" on the environment. We also review active experiments programs conducted by U.S. civilian and foreign space agencies. Finally, the treaty restrictions are applied to the case of a hypothetical experiment to establish the feasibility of controlling the flux of energetic particles trapped in the earth's radiation belts. An ability to reduce trapped radiation would increase orbit selection options for future space-based surveillance systems.

These proceedings are based upon the invited review papers and the research notes presented at the NATO Advanced Research Institute on "Artificial Particle Beams in Space Plasma Studies" held at Geilo, Norway April 21-26, 1981. In the last decade a number of research groups have employed artificial particle beams both from sounding rockets and satellites in order to study various ionospheric and magnetospheric phenomena. However, the artificial particle beams used in this manner have given rise to a number of puzzling effects. Thus, instead of being just a probe for studying the ambient magnetosphere, the artificial particle beams have presented a rich variety of plasma physics problems, in parti~ular various discharge phenomena, which in themselves are worthy of a careful study. The experimental studies in space using artificial particle beams have in turn given rise to both theore tical and laboratory studies. In the laboratory experi ments special attention has been paid to the problem of creating spacelike conditions in the vacuum chamber. The theoretical. work has addressed the question of beam plasma-neutral interaction with emphasis on the wave generation and the modified energy distributions of the charged particles. Numerical simulations have been used extensively. With the advent of the Space Shuttle in which several artificial particle beam experiments are planned for the 1980's, there is a growing interest in such experiments. Furthermore, there is a need for coordinating these studies, both in space and in the laboratory.
