The lntergovernmental Panel on Climate Change (IPCC) has recently summarized the state ofthe art in research on climate change (Climate Change 1995). The most up to date research findings have been divided into three volumes: • the Science ofClimate Change (working group I), • the Impacts, Adaption and Mitigation of Climate Change (working group II), and • the Economic and Social Dimensions ofClimate Change (working group III) There is a general consensus that a serious change in climate can only be avoided if the future emissions of greenhouse gases are reduced considerably from the business as usual projection and if at the same time the natural sinks for greenhouse gases, in particular that of CO , are maintained at the present level or 2 preferrably increased. Forests, forestry and forestry industry are important parts of the global carbon cycle and therefore they are also part of the mitigation potentials in at least a threefold way: 1. During the time period between 1980 and 1989 there was a net emission of CO from changes in tropical land use (mostly tropical deforestation) of 2 1. 6 +/- 1 GtC/a, but at the same time it was estimated that the forests in the northem hemisphere have taken up 0. 5 +/- 0. 5 GtC/a and additionally other terrestrial sinks (including tropical forests where no clearing took place) have been a carbon sink ofthe order of l. 3 +/- l.

Abstract: The Nordic project AFFORNORD studied the effects of afforestation on ecosystems, landscape and rural development in the years 2004-2006. Forests play a major role in the environment and economy of the Nordic countries. In historical times, extensive areas in the southern and western part of the Nordic region were deforestated, followed by afforestation in the past two centuries. There is no doubt that afforestation affects biodiversity, landscape dynamics, rural development and human health in several ways, positive as well as negative. Therefore, the purpose of afforestation must be clear in the planning phase. Proper forest management is also of critical importance. No land-use meets all environmental goals simultaneously. Some negative impacts are inevitable, even if the most conscientious management is employed. Generally, a trade-off must be made between the desire for a pristine environment and the need for a working and operational landscape for the benefit of society at large

The aim of this book is to elucidate the role of forests as part of a landscape in the life of people. Forest degradation as a result of logging, shifting cultivation, agriculture and urban development is a major issue throughout the tropics. It leads to loss in soil fertility, water resources and biodiversity, as well as contributes to climate change. Efforts are therefore required to try to minimize further degradation and restore tropical forests in a sustainable way. This is the first research-based book to examine this problem in East Africa. The specific focus is on the forests of Ethiopia, Tanzania and Uganda, but the lessons learned are shown to be applicable to neighbouring countries and others in the tropics. A wide range of forest types are covered, from dry Miombo forest and afromontane forests, to forest-savannah mosaics and wet forest types. Current management practices are assessed and examples of good practice presented. The role of local people is also emphasized. The authors describe improved management and restoration through silviculture, plantation forestry and agroforestry, leading to improvements in timber production, biodiversity conservation and the livelihoods of local people.

The objective of this project is to discuss the role of forests in Nordic countries in climate change mitigation and discuss the possible roles of forests as a part of a cost-effective climate policy.
