African Peace Militaries by David J. Francis Pdf

This book provides a critical understanding of the emerging role of African militaries in peacetime democratic Africa. This book departs from the dominant perspective which simply presents the military as an ‘enemy’ of democracy because of the history and legacy of unending military coup d’états and interventions in civilian politics. In the context of Africa, the military has been blamed or largely held responsible for instigating wars, armed conflicts, political violence, poverty and underdevelopment due to bad governance and mismanagement of the state. Drawing from diverse case studies across Africa, including Nigeria, Rwanda, Uganda, Ethiopia and Egypt, this volume presents the argument that though the military has played a negative, and sometimes, destructive role in undermining constitutional rule and the overthrow of democratic civilian governments, the same military, now operating in a changed global environment, is making effort to support the development of democracy and democratic consolidation as well as remain subjected to civilian democratic oversight and control. Notwithstanding, the real challenge for this emerging trend of African peace militaries is the extent to which they are able to fulfil, on a predictable and consistent basis, their constitutional mandate to defend the people against ‘elected autocrats’ in Africa who try to use the military to perpetuate themselves in power. This work fills a critical gap in the literature and will be of much interest to students of African security and politics, peace and conflict studies, security studies and IR in general.

Guarding the Guardians by Mathurin C. Houngnikpo Pdf

The relationship between civil society and the armed forces is an essential part of any polity, democratic or otherwise, because a military force is after all a universal feature of social systems. Despite significant progress moving towards democracy among some African countries in the past decade, all too many African militaries have yet to accept core democratic principles regulating civilian authority over the military. This book explores the theory of civil-military relations and moves on to review the intrusion of the armed forces in African politics by looking first into the organization and role of the army in pre-colonial and colonial eras, before examining contemporary armies and their impact on society. Furthermore it revisits the various explanations of military takeovers in Africa and disentangles the notion of the military as the modernizing force. Whether as a revolutionary force, as a stabilizing force, or as a modernizing force, the military has often been perceived as the only organized and disciplined group with the necessary skills to uplift newly independent nations. The performance of Africa's military governments since independence, however, has soundly disproven this thesis. As such, this study conveys the necessity of new civil-military relations in Africa and calls not just for civilian control of the military but rather a democratic oversight of the security forces in Africa.

Peacekeeping in Africa by Marco Jowell Pdf

In recent decades, African states have developed an impressive infrastructure for training their peacekeepers. In addition, peacekeeping, peacebuilding and associated areas of conflict resolution have become significant areas of employment. Marco Jowell has spent a decade working in peacekeeping training in East Africa - initially as one of the foreign 'Technical Advisers' at the Peace Support Operations (PSO) training centre in Kenya, the International Peace Support Training Centre (IPSTC) and subsequently as a strategic adviser to the Rwanda Peace Academy. Using first-hand experience, he considers how military forces from a variety of African states - with great differences in history, language and political systems and with militaries with different cultures and capabilities - can conduct complicated multinational peacekeeping operations. He shows how regional peacekeeping training centres provide an environment for African elites, predominately military, to interact with each other through shared training and experiences. This process of interaction, or socialisation, improves skills but also encourages cohesion so that future African-led missions will be managed by well-trained officers who are comfortable and willing to work within a regional or Pan-African framework. Jowell shows that part of the aim of peacekeeping training centres is to foster a Pan-African 'outward' looking ideology or disposition as well as improving technical ability. This book will be essential reading for all involved with African military and security studies and analysts of peacekeeping training and operations.

The Future of African Peace Operations by Cedric De Coning,Linnéa Gelot,John Karlsrud Pdf

Facing threats ranging from Islamist insurgencies to the Ebola pandemic, African regional actors are playing an increasingly vital role in safeguarding peace and stability across the continent. But while the African Union has demonstrated its ability to deploy forces on short notice and in difficult circumstances, the challenges posed by increasingly complex conflict zones have revealed a widening divide between the theory and practice of peacekeeping. With the AU's African Standby Force becoming fully operational in 2016, this timely and much-needed work argues that responding to these challenges will require a new and distinctively African model of peacekeeping, as well as a radical revision of the current African security framework. The first book to provide a comprehensive overview and analysis of African peace operations, The Future of African Peace Operations gives a long overdue assessment of the ways in which peacekeeping on the continent has evolved over the past decade. It will be a vital resource for policy makers, researchers and all those seeking solutions and insights into the immense security challenges which Africa is facing today.

New Partnerships for a New Era by Deane-Peter Baker Pdf

"Since emerging from the mire of its apartheid past, South Africa has become a key player in Sub-Saharan Africa. The challenge of creating a truly national military, during a period in which South Africa has also wrestled with tough internal socio-economic problems, has left the South African National Defence Force (SANDF) in a weakened state. Despite this, they have in recent years made a considerable contribution to efforts to bring peace and stability to the African continent. A critical step in building a capable and confident future South African Army has been the commencement of the SA Army's Vision 2020 forward planning process. Recent political changes in both the United States and South Africa have opened up a new window of opportunity for developing a productive partnership between the two nations. This monograph outlines ways in which the United States can contribute to the SA Army's Vision 2020 program to help optimize South Africa's potential contribution to the emergence of a peaceful and stable Africa."--Page v.

Demilitarisation and Peace-Building in Southern Africa by Peter Batchelor Pdf

First published in 2004 , this work is based on a collaborative research project, this trilogy considers the dynamics of demilitarisation and peace-building in southern Africa in the aftermath of major violent conflicts. The overall aim of the research is to support and facilitate the achievement of sustainable peace and human development in southern Africa, by analysing demilitarisation and peace-building processes in the region and identifying policy options and interventions for peace-building. The central focus of the research is the extent to which demilitarisation following the termination of wars has contributed to broad processes of peace-building in the affected region. Has the military in southern Africa downsized and refocused towards new roles? Has there been a 'peace-dividend', allowing more investment in economic and human development, thereby dealing with some of the root causes of conflict? Volume I provides a conceptual framework for the analysis of demilitarisation and peace-building processes, applicable particularly in the southern Africa context. This volume argues that a broad concept of peace-building has to take into account economic, political, social and cultural factors, at the local, national and regional level.

United Nations Peace Operations in Africa by Saleem Ahmad Khan Pdf

This book provides a comprehensive overview of the United Nations peace operations in Africa with a focus on civil-military coordination and state-building. With case studies from Sudan, South Sudan, and Congo, it examines themes like the colonization of Africa and long-term conflicts; United Nations peace operations in Africa from 1956-1964; and United Nations' return to Africa in the 1990s and 2000s. The author investigates how modern civil-military coordination gradually becomes an effective tool to assist in national-level state-building in conflict-ridden countries. The volume also discusses the organizational culture of civilian and military entities as well as civil-military cooperation in health, agriculture, energy, sports, and education to showcase the strategic direction for long-term peace in the region. Rich in ethnographic analysis, this book will be an essential read for scholars and researchers of African Studies, UN studies, peace and conflict studies, defence and strategic studies, international relations, and military studies.

Post-conflict Reconstruction and Development in Africa by Theo Neethling,Heidi Hudson Pdf

During the 1990s, nine out of ten of the bloodiest conflicts occurred on the African continent. And despite some 20 peacebuilding operations in Africa in the last 25 years there is still a significant lack of cohesive strategy to target the key areas in the regeneration of a conflict-ridden country. An Afrocentric perspective is therefore a suitable starting point for research into the possible strategies for post-conflict peacebuilding. This book explores South Africa's policy imperatives to integrate development projects and peace missions, involving the military as well as civilian organisations. While this book is not intended as an instruction manual, it hopes to ignite an understanding of the particular processes required to develop a sustainable and cohesive post-conflict peacebuilding strategy within the African environment.
