Automation has been shaping world agriculture since the early twentieth century. Motorized mechanization has brought significant benefits in terms of improved productivity, reduced drudgery and more efficient allocation of labour, but also some negative environmental impacts. More recently, a new generation of digital agricultural automation technologies has appeared, with the potential to further enhance productivity, as well as resilience, while also addressing the environmental sustainability challenges driven by past mechanization. The State of Food and Agriculture 2022 looks into the drivers of agricultural automation, including the more recent digital technologies. Based on 27 case studies, the report analyses the business case for adoption of digital automation technologies in different agricultural production systems across the world. It identifies several barriers preventing inclusive adoption of these technologies, particularly by small-scale producers. Key barriers are low digital literacy and lack of an enabling infrastructure, such as connectivity and access to electricity, in addition to financial constraints. Based on the analysis, the publication suggests policies to ensure that disadvantaged groups in developing regions can benefit from agricultural automation and that automation contributes to sustainable and resilient agrifood systems.

Small and medium-sized enterprises (SMEs) constitute the large majority of businesses both globally and in Asia and the Pacific. Despite their undeniable importance, the literature on SMEs in general, and agrifood SMEs in particular, is relatively limited. One specific area that deserves deeper consideration is the extent of digital engagement of agrifood SMEs along the agrifood value chain, from farm to retail and food services, in countries in Asia and the Pacific. The goal of this publication is to understand the current status of digitalization of agri-SMEs in Asia and the Pacific, what this process looks like and how to improve it. A value-chain approach was adopted to evaluate the digital maturity of all types of agri-SMEs across previously siloed categories – from farm to fork, and in the core and the extended value chain. The report analyses the benefits of digital transformation for agri-SMEs and the challenges they face in this process. Next, the report outlines practical and actionable measures that governments and other stakeholders may undertake to help agrifood SMEs stay ahead in the digital age. The Organisation for Economic Co-operation and Development (OECD)’s Co-operative Research Programme on Biological Resource Management for Sustainable Agricultural Systems sponsored the AHEAD 2017 workshop, bringing together experts from the farming and pharmaceutical industries, information and communications technology, policy, research (and more) to create a roadmap to the digital transformation of animal health surveillance. In many countries, policy supports the reduction of antibiotic use and a growing focus in the veterinary practice is to move away from blanket dosage of antibiotics, for example for mastitis. Significant and speedy improvements can take place, but only with coordinated actions supported by the entire value chain. Reducing the use of antibiotics is of massive societal importance, but changing on farm or veterinary methods requires thought and a user-centred approach. The most glaring and addressable challenge is the absence of near real-time data and information. AHEAD 2017 explored how governments globally can benefit from increased digitisation in animal health. For effective monitoring, it is important to first understand the relevant tasks of each stakeholder in the food value chain. In these proceedings we openly discuss and define these tasks, identify existing challenges to completion of these tasks, and suggest the business opportunities overcoming these challenges can create. Through this publication, it is our intention to encourage open discussion, design and co-creation of an improved digital approach to animal health and drug usage in agriculture. The Workshop was sponsored by the OECD Co-operative Research Programme on Biological Resource Management for Sustainable Agricultural Systems, whose financial support made it possible for most of the invited speakers to participate in the Workshop.
