Worldwide, the Mercosur countries are probably the ones that face the most hostile trading system. Their strong comparative advantage in temperate agricultural and agro-industrial products make them particularly vulnerable to the irrationally high and variable agricultural protectionism cum subsidies that continues to distort this trade. In retrospect the paper argues that signing the Uruguay Round Agreement on Agriculture was a kiss of death for the development prospects of these countries. Likewise, the continued expansion of regional policies and particularly that practiced by the EU, continues to reduce export earnings of Mercosur. The paper presents a selected survey of the literature as well as new estimates on these and other effects including the financial consequences that agricultural protectionism has on Mercosur; their ability to sustain and service their external debts. Based on the findings, the paper concludes with some policy suggestions which at best represent defensive opportunities. Nothing would boost more the development prospects of these countries than a comprehensive and ambitious multilateral agreement to reduce agricultural protectionism. Nevertheless given the highly protectionist stance of the US and EU, the prospects that this will materialize anytime soon are dim.

Due to the pandemic, nearly all regions will suffer double-digit decline in trade volumes 2020. The virus will be defeated, but the effects of the protectionism outbreak would have a much longer-lasting impact on agricultural production, international supply chains, and food security worldwide. In this publication, the authors probe into many of the choices that link national, regional, and global policies extensively with the provision of food security for all in the new era of post-virus global trade. Since studying global agricultural trade has a multinational application, its outcomes might be shared with a broad international network of stakeholders, including research institutions, universities, and individual researches. Agriculture seems to be a difficult sector to manage for most governments. Developing countries face tough dilemmas in deciding on appropriate price poli eies to stimulate food production and maintain stable, preferably low, prices for poor consumers. Governments in developed countries face similar difficult deci sions. They are called upon to give income guarantees to farmers whose incomes are unstable and relatively low when compared to those in the nonagricultural sector. These guarantees often lead to ever-increasing budgetary outlays and unwanted agricultural surpluses. High prices make new investments and the application of new technologies more attractive than world prices warrant, and a process is set in motion where technological innovation attains amomenturn of its own, in turn requiring price policies that maintain their rates of return. Surpluses are disposed of with subsidies in domestic markets or in the international market. Price competition reduces the market share of other exporters, who may be efficient producers, unless they are willing to engage in subsidy competition. This lowers export earnings and farm incomes or depletes the public resources of developing countries that export competing products. Retaliatory measures have led to frictions and further distortions of world prices. Every so orten the major agricultural exporters - the USA, the EC, Aus tralia, or Canada - accuse one another of unfair intervention. Though they have agreed to discuss agricultural trade liberalization under GATT negotiations, if anything, the expenditure on farm support has continued to increase in both the EC and the USA.

Most of the world's poorest people depend on farming for their livelihood. Earnings from farming in low-income countries are depressed partly due to a pro-urban bias in own-country policies, and partly because richer countries (including some developing countries) favor their farmers with import barriers and subsidies. Both sets of policies reduce national and global economic growth and add to inequality and poverty in developing countries. Acknowledgement of that since the 1980s has given rise to greater pressures for reform, both internal and external. Over the past two decades numerous developing country governments have reduced their sectoral and trade policy distortions, while many high-income countries continue with protectionist policies that harm developing country exports of farm products. Recent research suggests that the agricultural protectionist policies of high-income countries reduce welfare in many developing countries. Most of those studies also suggest that full global liberalization of merchandise trade would raise value added in agriculture in developing country regions, and that much of the benefit from global reform would come not just from reform in high-income countries but also from liberalization among developing countries, including in many cases own-country reform. These findings raise three key questions that are addressed in this paper: To what extent have the reforms of the past two decades succeeded in reducing distortions to agricultural incentives? Do current policy distortions still discriminate against farmers in low-income countries? And what are the prospects for further reform in the next decade or so?

The authors provide estimates of the impact that removing all merchandise trade distortions (including agricultural subsidies) would have on food and agricultural production, trade, and incomes. But that is not completely true. Trade is not as free as many of us always think it is. There are still so many trade barriers which make international trade sometimes such an adventure. The World Trade Organization (WTO) was established to liberalize trade by reducing or eliminating tariffs and any other trade barriers. Therefore, all members have to contribute to that undertaking and make concessions. In the current round, named the Doha Development Agenda this does not work as it was meant to. A crucial issue in that conflict is agriculture. Developing countries and least developed countries complain about large amounts of subsidies paid by high-income countries such as the EU. In contrast, developed countries want developing countries to make concessions in terms of trade related intellectual property rights and trade related investment measures. So each country blames the other one instead of taking action and making the first step. This essay is structured into two main parts. The first part informs about some basics of protectionism and what happened so far in terms of agricultural liberalization. Chapter two gives a short overview of the existing types of protectionist measures to get a first impression how manifold opportunities for protectionists are. In this case, measures were divided into border measures and non-border measures. Chapter three informs about the outcome of the Uruguay Round, namely the Agreement on Agriculture to give an impression what was the state of WTO negotiations before the Doha Round started and what the impact of the URAA was. This paper provides the first comprehensive empirical analysis of agricultural trade using a gravity model. The data set covers bilateral trade in agricultural goods for 152 countries over the periods 1990-93 and 1999-2002. The estimations support claims that protectionism and distortive subsidies to agriculture remain widespread in more developed nations, which are shown to import less and export more agricultural products than expected given other economic, political, and geographic determinants of trade. However, some developing regions that are often thought to be the main victims of industrial-country protectionism are also found to be relatively closed to agricultural trade.
