The majority of the people who make up the United States' seasonal agricultural workforce are nonimmigrant Mexican citizens. Immigration policies such as the Immigration Reform and Control Act (IRCA) and the H-2A agricultural guest worker program were meant to encourage growers to employ legal labor workforces. A study of the laws and practices that eventually resulted in the H-2A program shows how and why the demographics are predominantly Mexican. In addition, such study is revealing as to why the US enacted the H-2A program-including definitional details of the program itself. However, does this program really work? This question has radically different answers. In theory, the program seems to be well designed; but, in practice, it does not function as intended because of its many shortcomings, loopholes, open-ended issues, and poor enforcement. I will analyze and demonstrate how these inadequacies perpetuate illegal immigration and exploitation of both legal and illegal seasonal agricultural farm workers. Lastly, I will offer a composite of recommendations for legislative reform of the H-2A program; as well as provide pertinent, resourceful questions for further research.

The 2020-22 COVID-19 pandemic reinforced inequalities between the global North and South, amplifying pre-existing disparities between migrant and citizen/permanent resident workers in receiving and sending states worldwide. In contexts such as Canada, it also underscored that many workers in occupations and sectors deemed “essential” enough to be exempt from stay-at-home orders and other public safety measures are migrants, a sizeable number of whom sustain Canada’s food supply through their work in its agricultural industry. This book explores the dynamics behind the pandemic’s deleterious outcomes for this vital group of workers, highlighting migrant farmworkers importance to the Canadian economy, society, and the world of work alongside the conditions they endured before and during the global health pandemic through policy and media analysis and open-ended interviews with workers enrolled in two streams of Canada’s Temporary Foreign Worker Program (TFWP) as well as migrants without legal status employed in agriculture located in Ontario and Quebec. Advancing the notion of transnational employment strain, the authors derive insight from the employment strain model, a framework for understanding risks to the physical and psychological well-being of workers, and expand it to account for migrants’ relationships across transnational space.

From its inception in 1966, the Canadian Seasonal Agricultural Worker Program (SAWP) has grown to employ approximately 20,000 workers annually, the majority from Mexico. The program has been hailed as a model that alleviates human rights concerns because, under contract, SAWP workers travel legally, receive health benefits, contribute to pensions, are represented by Canadian consular officials, and rate the program favorably. Tomorrow We’re All Going to the Harvest takes us behind the ideology and examines the daily lives of SAWP workers from Tlaxcala, Mexico (one of the leading sending states), observing the great personal and family price paid in order to experience a temporary rise in a standard of living. The book also observes the disparities of a gutted Mexican countryside versus the flourishing agriculture in Canada, where farm labor demand remains high. Drawn from extensive surveys and nearly two hundred interviews, ethnographic work in Ontario (destination of over 77 percent of migrants in the author’s sample), and quantitative data, this is much more than a case study; it situates the Tlaxcala-Canada exchange within the broader issues of migration, economics, and cultural currents. Bringing to light the historical genesis of “complementary” labor markets and the contradictory positioning of Mexican government representatives, Leigh Binford also explores the language barriers and nonexistent worker networks in Canada, as well as the physical realities of the work itself, making this book a complete portrait of a provocative segment of migrant labor.
