As the nineteenth century drew to a close and epidemics in western Europe were waning, the deadly cholera vibrio continued to wreak havoc in Russia, outlasting the Romanovs. Scholars have since argued that cholera eventually fell prey to better sanitation and strict quarantine under the Soviets, citing as evidence imperial mismanagement, a `backward' tsarist medical system and physicians' anachronistic environmental interpretations of the disease. Drawing on extensive archival research and the so-called `material turn' in historiography, however, John P. Davis here demonstrates that Romanov-era physicians' environmental approach to disease was not ill-grounded, nor a consequence of neo-liberal or populist political leanings, but born of pragmatic scientific considerations. The physicians confronted cholera in a broad and sophisticated way, essentially laying the foundations for the system of public health that the Soviets successfully used to defeat cholera during the New Economic Policy (1922-1928). By focusing for the first time on the conclusion of the cholera epoch in Russia, Davis adds an indispensable layer of nuance to the existing conception of Romanov Russia and its complicated legacy in the Soviet period.

It arose from a realization that the economic history of China—as opposed to the history of the Chinese economy—had yet to be written. Most histories of the Chinese economy, whether by Western or Chinese scholars, tend to view the economy in institutional or social terms. Part One, on price behavior, presents for the first time preliminary analyses of the incomparably rich and important grain price data from the imperial archives in Beijing and Taibei during the Qing Dynasty (1644–1911). These studies reveal long-term trends in the Chinese economy since the seventeenth century and contain surprising discoveries about market integration, the agricultural economy, and demographic behavior in different regions of China. The essays in Part Two, on market response, deal with different aspects of the economy of Republican China (1912–49), showing that markets for land, labor, and capital sometimes functioned as predicted by models of economic "rationality" but at other times behaved in ways that can be explained only by combining economic analysis with knowledge of political, regional, class, and gender differences. Based on new types of data, they suggest novel interpretations of the Chinese economic experience. China has reemerged as a powerhouse in the global economy, reviving a classic question in economic history: why did sustained economic growth arise in Europe rather than in China? Many favor cultural and environmental explanations of the nineteenth-century economic divergence between Europe and the rest of the world. This book, the product of over twenty years of research, takes a sharply different tack. It argues that political differences which crystallized well before 1800 were responsible both for China’s early and more recent prosperity and for Europe’s difficulties after the fall of the Roman Empire and during early industrialization. Rosenthal and Wong show that relative prices matter to how economies evolve; institutions can have a large effect on relative prices; and the spatial scale of polities can affect the choices of institutions in the long run.
