Canada's 1991 Farm Income Protection Act introduced two major farm income stabilization programs, the Gross Revenue Insurance Plan (GRIP) and the Net Income Stabilization Account. To analyze the impact of GRIP and NISA on the economy and environment of western Canada, Agriculture Canada proposes an integrated systems approach including the Canadian Regional Agricultural Model (CRAM) and components for input substitution, policy, ecology, and trade-off analysis. This report outlines the integrated systems approach and the major rules and provisions of GRIP and NISA that will be explicitly modelled. It then describes the methodology for modifying CRAM and the environmental component that will be linked to CRAM to evaluate soil erosion impacts of the programs. An integrated agro-ecological economic modeling system is being constructed around the Canadian Regional Agriculture Model (CRAM) for Alberta, Saskatchewan, and Manitoba. As an initial application, and to test its performance, the system was used to evaluate the resource neutrality of the Gross Revenue Insurance Program (GRIP) in the Prairie Provinces. The report discusses the interactions between the major system components of agricultural decision (RS-CRAM) and environmental decision; imposes the policy scenario being simulated on RS-CRAM, where management decisions are simulated based on expected producer response to risk and options available in the input substitution component; interfaces management parameters such as tillage level, crop, and crop sequence from RS-CRAM with the environmental metamodels; and then performs an analysis to evaluate the overall economic and environmental impacts of the simulated policy scenario.

This study establishes a framework for analysis of current policies from the standpoint of their consistency with sustainable agriculture and sustainable development. The framework developed should be applicable throughout the Great Plains region and to similar semi-arid agricultural regions. The objectives of the study are to: identify the issues in agriculture and its sustainability on the Canadian Plains, including land use, degradation of prairie soil resources, preservation of biodiversity, water use and quality, socio-economic issues, global change, and federal and provincial policies; provide a set of principles and criteria for resolution of those issues; assist in understanding the effects of selected agriculture and trade policies on sustainable development; and propose specific sustainable action programs for the Plains, focusing on agriculture and ecosystems.
