Aid for Trade: Global and Regional Perspectives by Philippe Lombaerde,Lakshmi Puri Pdf

Aid for Trade (AfT) has become a major item on the international trade and development discourse. This is to a large extent in response to concerns expressed by developing countries and economies in transition with regard to their capacities to implement trade agreements, especially WTO agreements, and undertake necessary adjustments to increase net development gains from emerging trade opportunities. In this World Report, major UN agencies active in development cooperation and longstanding providers of trade-related technical assistance and capacity building discuss ways to sustain the momentum towards the operationalization and implementation of the AfT initiative and the supportive role to be played by the UN system. This is consistent with UN's role in promoting development and helping to achieve poverty reduction, as committed in the Millennium Declaration and the 2005 World Summit Outcome. The Report should be of particular interest to government officials, officials of regional organizations, representatives of the private sector dealing with trade agreements and negotiations, civil society and academia. Supachai Panitchpakdi, Secretary-General of UNCTAD Lakshmi Puri is Acting Deputy Secretary-General and Director of the Division on International Trade and Services, and Commodities at UNCTAD in Geneva. Philippe De Lombaerde is Associate Director of United Nations University (UNU-CRIS) in Bruges. In collaboration with: UNCTAD, ECA, ECLAC, ESCAP, ESCWA, UNECE, UNIDO, UNDP, UNEP

The Development Dimension Regional Perspectives on Aid for Trade by Oecd Pdf

Deepening economic integration via regional co-operation has emerged as a key priority in the reform strategies of most developing economies over the past decade. This is evidenced by the explosive growth in bilateral and regional trading agreements in which they now participate. Regional aid for trade can help developing countries spur regional economic integration, enhance competitiveness, and plug into regional production networks. Based on a rich set of experiences regarding regional aid for trade projects and programmes, the study finds that regional aid for trade offers great potential as a catalyst for growth, development and poverty reduction. The study recommends greater emphasis on regional aid for trade as a means of improving regional economic integration and development prospects. While regional aid for trade faces many practical implementation challenges, experience has shown that associated problems are not insurmountable but do require thorough planning, careful project formulation, and prioritization on the part of policy makers.

Aid for Trade and Development by Dominique Njinkeu,Hugo Cameron Pdf

Following in the wake of the World Trade Organization's engagement with Aid for Trade, this book brings together a range of perspectives around this emerging issue. The collection of articles in this volume presents many of the ideas elaborated through research conducted by International Lawyers and Economists Against Poverty (ILEAP) since 2005 and is intended to provide a basis for further study. Since many of the contributions on aid for trade to date have come from the North, the book looks to deepen the debate by forwarding voices and experiences from the South. The book traces the evolution of Aid for Trade from its beginnings and examines the global architecture, modalities, and costs associated with its implementation. Drawing on lessons from national and regional experiences, this book further explores ways in which Aid for Trade can both move forward and become a real tool for poverty reduction in beneficiary countries.

World Development Report 2020 by World Bank Pdf

Global value chains (GVCs) powered the surge of international trade after 1990 and now account for almost half of all trade. This shift enabled an unprecedented economic convergence: poor countries grew rapidly and began to catch up with richer countries. Since the 2008 global financial crisis, however, the growth of trade has been sluggish and the expansion of GVCs has stalled. Meanwhile, serious threats have emerged to the model of trade-led growth. New technologies could draw production closer to the consumer and reduce the demand for labor. And trade conflicts among large countries could lead to a retrenchment or a segmentation of GVCs. World Development Report 2020: Trading for Development in the Age of Global Value Chains examines whether there is still a path to development through GVCs and trade. It concludes that technological change is, at this stage, more a boon than a curse. GVCs can continue to boost growth, create better jobs, and reduce poverty provided that developing countries implement deeper reforms to promote GVC participation; industrial countries pursue open, predictable policies; and all countries revive multilateral cooperation.

The Trade and Climate Change Nexus by Paul Brenton,Vicky Chemutai Pdf

While trade exacerbates climate change, it is also a central part of the solution because it has the potential to enhance mitigation and adaptation. This timely report explores the different ways in which trade and climate change intersect. Trade contributes to the emissions that cause global warming and is itself also affected by climate change through changing comparative advantages. The report also confronts several myths concerning trade and climate change. The Trade and Climate Change Nexus: The Urgency and Opportunities for Developing Countries focuses on the impacts of, and adjustments to, climate change in developing countries and on how future trade opportunities will be affected by both the changing climate and the policy responses to address it. The report discusses how trade can provide the goods and services that drive mitigation and adaptation. It also addresses how climate change creates immense challenges for developing countries, but also new opportunities to promote trade diversification in the transition to a low-carbon world. Suitable trade and environmental policies can offer effective economic incentives to attain both sustainable growth and poverty reduction.

Redesigning the World Trade Organization for the Twenty-first Century by Debra P. Steger Pdf

Two high-level commissions—the Sutherland report in 2004, and the Warwick Commission report in 2007—addressed the future of the World Trade Organization and made proposals for incremental reform. This book goes further; it explains why institutional reform of the WTO is needed at this critical juncture in world history and provides innovative, practical proposals for modernizing the WTO to enable it to respond to the challenges of the twenty-first century. Contributors focus on five critical areas: transparency, decision- and rule-making procedures, internal management structures, participation by non-governmental organizations and civil society, and relationships with regional trade agreements. Co-published with the International Development Research Centre and the Centre for International Governance Innovation

The Collapse of Global Trade, Murky Protectionism, and the Crisis by Richard E. Baldwin,Simon J. Evenett Pdf

The global financial crisis of 2008/9 is the Great Depression of the 21st century. For many though, the similarities stop at the Wall Street Crash as the current generation of policymakers have acted quickly to avoid the mistakes of the past. Yet the global crisis has made room for mistakes all of its own. While governments have apparently kept to their word on refraining from protectionist measures in the style of 1930s tariffs, there has been a disturbing rise in "murky protectionism." Seemingly benign, these crisis-linked policies are twisted to favour domestic firms, workers and investors. This book, first published as an eBook on VoxEU.org in March 2009, brings together leading trade policy practitioners and experts - including Australian Trade Minister Simon Crean and former Mexican President Ernesto Zedillo. Initially its aim was to advise policymakers heading in to the G20 meeting in London, but since the threat of murky protectionism persists, so too do their warnings.

A Samaritan State Revisited by Greg Donaghy,David Webster Pdf

A Samaritan State Revisited brings together a refreshing group of emerging and leading scholars to reflect on the history of Canada's overseas development aid. Addressing the broad ideological and institutional origins of Canada's official development assistance in the 1950s and specific themes in its evolution and professionalization after 1960, this collection is the first to explore Canada's history with foreign aid with this level of interrogative detail. Extending from the 1950s to the present and covering Canadian aid to all regions of the Global South, from South and Southeast Asia to Latin America and Africa, these essays embrace a variety of approaches and methodologies ranging from traditional, archival-based research to textual and image analysis, oral history, and administrative studies. A Samaritan State Revisited weaves together a unique synthesis of governmental and non-governmental perspectives, providing a clear and readily accessible explanation of the forces that have shaped Canadian foreign aid policy.

Globalization and Its Discontents by Joseph E. Stiglitz Pdf

This powerful, unsettling book gives us a rare glimpse behind the closed doors of global financial institutions by the winner of the 2001 Nobel Prize in Economics. When it was first published, this national bestseller quickly became a touchstone in the globalization debate. Renowned economist and Nobel Prize winner Joseph E. Stiglitz had a ringside seat for most of the major economic events of the last decade, including stints as chairman of the Council of Economic Advisers and chief economist at the World Bank. Particularly concerned with the plight of the developing nations, he became increasingly disillusioned as he saw the International Monetary Fund and other major institutions put the interests of Wall Street and the financial community ahead of the poorer nations. Those seeking to understand why globalization has engendered the hostility of protesters in Seattle and Genoa will find the reasons here. While this book includes no simple formula on how to make globalization work, Stiglitz provides a reform agenda that will provoke debate for years to come. Rarely do we get such an insider's analysis of the major institutions of globalization as in this penetrating book. With a new foreword for this paperback edition.
