In 1996, the sub-Saharan African country of Ruritania launched a massive waterworks improvement project, funded by the Normesian Development Bank, headquartered in Urbania, Normland, and with the guidance of Shilling & Partner, a consulting firm in Mercatoria, Normland. Far-Fetched Facts tells the story of this project, as narrated by anthropologists Edward B. Drotlevski and Samuel A. Martonosi. Their account of the Ruritanian waterworks project views the problems of development from a new perspective, focusing on technologies of inscription in the interactions of development bank, international experts, and local managers. This development project is fictionalized, of course, although based closely on author Richard Rottenburg's experiences working on and observing different development projects in the 1990s. Rottenburg uses the case of the Ruritanian waterworks project to examine issues of standardization, database building, documentation, calculation, and territory mapping. The techniques and technologies of the representational practices of documentation are crucial, Rottenburg argues, both to day-to-day management of the project and to the demonstration of the project's legitimacy. Five decades of development aid (or “development cooperation,” as it is now sometimes known) have yielded disappointing results. Rottenburg looks in particular at the role of the development consultant (often called upon to act as mediator between the other actors) and at the interstitial spaces where developmental cooperation actually occurs. He argues that both critics and practitioners of development often misconstrue the grounds of cooperation—which, he claims, are moral, legal, and political rather than techno-scientific or epistemological.

Aid to developing countries started well before World War II, but was undertaken as an ad hoc activity or was delivered by private organizations. This changed after the War. In his Inaugural Address in 1949, the American President, Harry Truman, announced a “bold new programme for making the benefits of our scientific advances and industrial progress available for the improvement and growth of underdeveloped nations” (the so-called “Point IV” Plan). At that time it was thought that this support would be needed only for a limited number of years, comparable to the Marshall Plan assistance to Europe. But reality proved to be different: providing aid was a very long-term affair. Since the Fifties, the aid provided has changed at different occasions. In the beginning, aid concentrated on constructing infrastructure, such as roads, railways, dams, and harbours, in order to promote industrial development. In the Sixties, aid to agriculture was added, and in the Seventies aid to social sectors (Basic Needs) was also provided. The Eighties brought worldwide debt problems. Major donors applied structural adjustment policies; some called this the lost decade (década perdida). The Nineties saw the arrival of the first environmental considerations, and asked for attention for the role of women and good governance. The form of aid changed from projects to programmes and budget support. Describing the different aid forms of the last 65 years and analysing why aid changed from time to time are the subjects of this book. Professionals and students in the area of international cooperation will benefit from studying this history, as, at this moment, old concepts are reappearing or applied by new donors like China. Is the pendulum really swinging back, as Louis Emmerij at one point suggested?

Delivering aid differently was written at a time when the future of foreign aid is being fiercely debated. The book includes an overview; case studies of Aceh/Indonesia, Cambodia, Ethiopia, Kenya, Pakistan, and Tajikistan; and thematic chapters on joint assistance strategies, information systems, and humanitarian aid. This new aid environment is characterized by three important shifts that have emerged in the last decade: 1) strong growth in many developing countries has redefined the role of aid; 2) the donor landscape has changed fundamentally over the last decade, a trend that will likely accelerate in the coming years; and 3) innovation, especially in information technology, has started to reshape development aid. Knowledge transfer has become as important as financial aid, and combining the two can be remarkably transformative. The author advocates two institutional changes. First, authors encourage the development of one (or more) geographically based development authorities within poor countries, with a focus on providing the information that is needed to run an efficient aid program. Second, authors argue for an international body of national development aid agencies to deliberate, share best practices, and provide an informal mechanism for holding aid agencies accountable to their ultimate beneficiaries-the poor people of the world.
