Heads of Mission by Gail P Guy,Dennis Francis,Lenore S Dorset Pdf

I consider this work an excellent, comprehensive manual for new and practicing diplomatic officers, and I applaud the authors for their foresight in producing it. This handbook should become essential reading for diplomats as it covers matters that appear simple on the surface but indeed are very critical to the successful execution of ones job as a diplomat (Keith Franklin, GCM, former ambassador of Barbados to the Bolivarian Republic of Venezuela, former permanent secretary to the prime ministers office, and retired cabinet secretary to the government of Barbados, West Indies). This handbook for Heads of Mission is well-thought-out, clearly written, very timely, correctly sequenced and will prove to be both practical and useful (Mervyn I Assam, former high commissioner for the Republic of Trinidad and Tobago to the United Kingdom, former minister of Foreign Affairs, former ambassador extraordinary, and plenipotentiary with responsibility for trade and industry). A crash course in diplomacy and the use of its tools! Gives one a practical understanding of the weighty nature of the post of Head of Mission. This handbook not only emphasizes the importance of understanding that this responsibility is full-time but also the importance of the need to prepare adequately for this responsibility. Through the comprehensive way in which the authors have dealt with the diplomatic process, it is a handbook which greatly contributes to ensuring that a Head of Mission is adequately equipped for the leadership role in the delivery of desired national outcomes (Sonia Johnny, attorney at law, former ambassador of St. Lucia to the United States of America).

Britain’s Second Embassy to China by Caroline Stevenson Pdf

Lord Amherst’s diplomatic mission to the Qing Court in 1816 was the second British embassy to China. The first led by Lord Macartney in 1793 had failed to achieve its goals. It was thought that Amherst had better prospects of success, but the intense diplomatic encounter that greeted his arrival ended badly. Amherst never appeared before the Jiaqing emperor and his embassy was expelled from Peking on the day it arrived. Historians have blamed Amherst for this outcome, citing his over-reliance on the advice of his Second Commissioner, Sir George Thomas Staunton, not to kowtow before the emperor. Detailed analysis of British sources reveal that Amherst was well informed on the kowtow issue and made his own decision for which he took full responsibility. Success was always unlikely because of irreconcilable differences in approach. China’s conduct of foreign relations based on the tributary system required submission to the emperor, thus relegating all foreign emissaries and the rulers they represented to vassal status, whereas British diplomatic practice was centred on negotiation and Westphalian principles of equality between nations. The Amherst embassy’s failure revised British assessments of China and led some observers to believe that force, rather than diplomacy, might be required in future to achieve British goals. The Opium War of 1840 that followed set a precedent for foreign interference in China, resulting in a century of ‘humiliation’. This resonates today in President Xi Jinping’s call for ‘National Rejuvenation’ to restore China’s historic place at the centre of a new Sino-centric global order.

Britain and the Defeated French by Peter Mangold Pdf

The four years between the military defeat of France by Nazi Germany and D-Day were vital, dramatic and eventful years in Anglo-French relations. These years saw the first armed clashes between France and Britain since the Napoleonic Wars, including the infamous Royal Navy attack on the French fleet at Mers-el-Kebir. They also saw a curious relationship developing between Britain and Vichy France. Vichy was at once a hostile power, under German domination, and at the same time a porous regime through which British influence on its politics, attitudes towards the Resistance and the transit of British soldiers and airmen through its territory en route to Spain, could flow quite freely. Britain had an ambivalent attitude towards Vichy - obviously adversarial, but also pragmatic. The history of Vichy France is often viewed as a sideshow in the overall context of World War II. However, Peter Mangold here shows that the Vichy attitude towards the allies, especially the British, was ambivalent and complex. His absorbing and up-to-date account, based on original historical research, highlights the conflicts within the Vichy regime and the ways in which contacts and connections with de Gaulle in London and the British Government were maintained. This exciting and fast-paced book brings to life the major characters in the story - not only Churchill and de Gaulle, but also Macmillan, Petain and Leclerc. In this book, Mangold deftly reassesses the complex international wartime chessboard and, in the process, reveals a little known aspect of the World War II story.
