America and Europe after 9/11 and Iraq by Sarwar A. Kashmeri Pdf

American foreign policy toward Europe is merrily rolling along the path of least resistance, in the belief that there is nothing really amiss with the European-American relationship that multilateralism will not fix. Not true, argues Kashmeri. The alliance is dead, cannot be fixed, and must be renegotiated. It has not grown to accommodate Europe's emergence as a major power. A kind of United States of Europe, with foreign priorities different from those of the United States, has arrived at America's doorstep. But America is still forging foreign policy for Europe using Cold War realities; both Democrats and Republicans expect the European Union to fall into step, and report for service as needed—under American leadership. Europe, however, has other plans, and as it becomes more powerful on the world stage, competing visions of European leadership have emerged. The Iraq War has brought them into stark relief. For example, as Kashmeri points out, the Atlantic divide over Iraq was more about French-British competition for leadership of Europe than it was about a division between American goals and European goals. He portrays British foreign policy as out of touch with reality, as a policy that has done a disservice to the United States as a result of the Blair government's exaggerated and self-serving view of the British-American special relationship. Kashmeri concludes with prescriptions for forging a new alliance based on a special relationship with the European Union. This agenda is inspired by the thoughts of the leaders who spoke to the author specifically for this book, among them former president George H. W. Bush, former British prime minister John Major, James A. Baker III, Wesley K. Clark, Brent Scowcroft, Paul Volcker, U.S. Senator Chuck Hagel, and Caspar W. Weinberger.

European Security and Transatlantic Relations after 9/11 and the Iraq War by H. Gärtner,I. Cuthbertson Pdf

At a time of unprecedented turmoil in the transatlantic relationship, as America asserts its right to act unilaterally to defend itself against terrorism and Europeans are increasingly aggressive in promoting a multilateralist approach to security issues, this book examines the post-9/11 and Iraqi war security environment, especially the impact on NATO and transatlantic relations as the European Union seeks to build a unified foreign and defence policy that will enable Europeans to play a fuller role in the international system.

Perspektiverne belyses ved fem europæiske bidragydere med fokus primært på England, Frankrig, Tyskland, Italien og Rusland og suppleret med tre amerikanske bidragydere.

Old Europe, New Europe and the US by Tom Lansford Pdf

Iraq can be considered the 'perfect storm' which brought out the stark differences between the US and Europe. The disagreement over the role of the United Nations continues and the bitterness in the United States against its betrayal by allies like France is not diminishing. Meanwhile, the standing of the United States among the European public has plummeted. Within Europe, political tensions between what US Secretary of Defense Donald Rumsfeld euphemistically called the 'Old' Europe and the 'New' Europe continue to divide. To fully comprehend these rifts, this volume takes a specific look at the core security priorities of each European state and whether these interests are best served through closer security collaboration with the US or with emerging European structures such as the European Rapid Reaction Force. It analyzes the contribution each state would make to transatlantic security, the role they envisage for existing security structures such as NATO, and the role the US would play in transatlantic security.

Allies by William Shawcross Pdf

The Cold War certainties that had seemed so fixed in the 20th Century were overturned by the war in Iraq. Saddam Hussein's Republican Guards were the battlefield victims of a brutally quick war of shock and awe. No less shocked and awed were some of America's former allies: "old" Europe, large blocks of the UN, and half the G8 nations suddenly found themselves outside the chain of command and influence. Bush, Blair, and their allies were driven by a new global vision. Their mission, expressed with great moral certainty, has been called imperialist. In fact, it was simply inevitable after 9/11: that terrible event ushered in a new era with new rules. Shawcross shows what the future will hold for Iraq, Israel, and the Middle East, how Western alliances will be changed forever, and demonstrates that the war was the definitive proof that a new era of 21st Century international politics has begun.

What They Think of Us by David Farber Pdf

It has never been more important for Americans to understand why the world both hates and loves the United States. In What They Think of Us, a remarkable group of writers from the Middle East, Europe, Asia, and Latin America describes the world's profoundly ambivalent attitudes toward the United States--before and since 9/11. While many people around the world continue to see the United States as a model despite the Iraq war and the war on terror, the U.S. response to 9/11 has undoubtedly intensified global anti-Americanism. What They Think of Us reveals that substantial goodwill toward America still exists, but that this sympathy is in peril--and that there is an immense gap between how Americans view their country and how it is viewed abroad. Drawing on broad research and personal experience while avoiding anecdotalism and polemics, the writers gathered here combine political, cultural, and historical analysis to explain how people in different parts of the world see the United States. They show that not all anti-Americanism can be blamed on U.S. foreign policy. America is disliked not just for what it does but also for what it is, and perceptions of both are profoundly shaped--and sometimes warped--by the domestic realities of the countries where anti-Americanism thrives. In addition to analyzing America's battered global reputation, these writers propose ways the United States and other countries can build better relations through greater understanding and respect.

An Alliance at Risk by Laurent Cohen-Tanugi Pdf

America is facing a higher education bubble. Like the housing bubble, it is the product of cheap credit coupled with popular expectations of ever-increasing returns on investment, and as with housing prices, the cheap credit has caused college tuitions to vastly outpace inflation and family incomes. Now this bubble is bursting. In this Broadside, Glenn H. Reynolds explains the causes and effects of this bubble and the steps colleges and universities must take to ensure their survival. Many graduates are unable to secure employment sufficient to pay off their loans, which are usually not dischargeable in bankruptcy. As students become less willing to incur debt for education, colleges and universities will have to adapt to a new world of cost pressures and declining public support.

European Security After 9/11 by Matthew Sussex Pdf

Much scholarly attention has been paid to the United States' response to the events of 9/11. This timely volume broadens our understanding of the impact of the attacks by considering instead their consequences for European security and for the relationship between the US and leading European states. The book places into theoretical context the notion that the world changed by assessing shifting conceptions of security and warfare, linking this to new thinking in these areas. It also critically evaluates the idea that the war against terrorism is a manifestation of a cultural clash between the West and Islam, and provides detailed evaluations of British, French, German and Russian reactions to 9/11 and the subsequent war on Iraq. Bringing together an impressive collection of experts this work will be an excellent resource for courses on international security, European politics, and international relations.

American Power in the 21st Century by David Held,Mathias Koenig-Archibugi Pdf

America wields a combination of military, economic and cultural power that many consider unprecedented. The way America uses this power has repercussions on every major issue of world affairs, including the prospects of regional security, the spread of democratic governance, and the provision of global public goods in economic and environmental domains. This volume explores the questions raised by American power from a variety of perspectives. Is the emphasis laid on military power likely to be self-defeating for the United States in the long run? Is "soft power" or persuasion a more effective way to promote American interests and goals? How is American predominance perceived in Europe, China and the Arab world? Will it last or will other powers coalesce to resist US hegemony? The authors address these and other fundamental questions in rigorous and historically sensitive analyses of this critical juncture in global politics. The book will be of great interest to students and scholars in political science and international relations, as well as all those concerned with and by one of the key topics of our time. Contributors include: Robert Cooper, Michael Cox, Zhiyuan Cui, Abdelwahab El-Affendi, G. John Ikenberry, Robert Kagan, Mary Kaldor, Joseph S. Nye, Thomas Risse.

In Uncertain Times by Melvyn P. Leffler,Jeffrey W. Legro Pdf

In Uncertain Times considers how policymakers react to dramatic developments on the world stage. Few expected the Berlin Wall to come down in November 1989; no one anticipated the devastating attacks on the World Trade Center and the Pentagon in September 2001. American foreign policy had to adjust quickly to an international arena that was completely transformed. Melvyn P. Leffler and Jeffrey W. Legro have assembled an illustrious roster of officials from the George H. W. Bush, Clinton, and George W. Bush administrations—Robert B. Zoellick, Paul Wolfowitz, Eric S. Edelman, Walter B. Slocombe, and Philip Zelikow. These policymakers describe how they went about making strategy for a world fraught with possibility and peril. They offer provocative reinterpretations of the economic strategy advanced by the George H. W. Bush administration, the bureaucratic clashes over policy toward the breakup of the USSR, the creation of the Defense Policy Guidance of 1992, the expansion of NATO, the writing of the National Security Strategy Statement of 2002, and the invasion of Iraq in 2003. A group of eminent scholars address these same topics. Bruce Cumings, John Mueller, Mary Elise Sarotte, Odd Arne Westad, and William C. Wohlforth probe the unstated assumptions, the cultural values, and the psychological makeup of the policymakers. They examine whether opportunities were seized and whether threats were magnified and distorted. They assess whether academicians and independent experts would have done a better job than the policymakers did. Together, policymakers and scholars impel us to rethink how our world has changed and how policy can be improved in the future.
