For over 60 years, Israel’s foreign policy establishment has looked at its regional policy through the lens of a geopolitical concept named "the periphery doctrine." The idea posited that due to the fundamental hostility of neighboring Arab countries, Israel ought to counterbalance this threat by engaging with the "periphery" of the Arab world through clandestine diplomacy. Based on original research in the Israeli diplomatic archives and interviews with key past and present decision-makers, this book shows that this concept of a periphery was, and remains, a core driver of Israel’s foreign policy. Kroenig challenges this conventional wisdom. He finds that state decisions to provide sensitive nuclear assistance are the result of a coherent, strategic logic. The spread of nuclear weapons threatens powerful states more than it threatens weak states, and these differential effects of nuclear proliferation encourage countries to provide sensitive nuclear assistance under certain strategic conditions. Countries are more likely to export sensitive nuclear materials and technology when it would have the effect of constraining an enemy and less likely to do so when it would threaten themselves. In Exporting the Bomb, Kroenig examines the most important historical cases, including France's nuclear assistance to Israel in the 1950s and 1960s; the Soviet Union's sensitive transfers to China from 1958 to 1960; China's nuclear aid to Pakistan in the 1980s; and Pakistan's recent technology transfers, with the help of "rogue" scientist A. Q. Khan, from 1987 to 2002. Since the end of World War II, there have been four times as many civil wars as interstate wars. For a small subset of nations civil war is a chronic condition: about half of the civil war nations have had at least two and as many as six conflicts. This book presents an analytical framework that has been used to identify a set of factors that make civil war more or less likely to recur in a nation where a civil war has recently terminated. The outcome of the previous civil war--whether it ended in a government victory, a rebel victory or a negotiated settlement--as well as the duration and deadliness of the conflict affect the durability of the peace after civil war.
