Decentralization and Development of Sri Lanka Within a Unitary State by N.S. Cooray,Sirimal Abeyratne Pdf

This comprehensive volume provides uniquely diverse insights into various aspects of decentralization and development from both developed and developing countries, with special reference to Sri Lanka. For a quarter century, Sri Lanka was battered by its prolonged civil war, which ended in 2009, but has now achieved relative peace and stability. Having developed rapidly, Sri Lanka offers a classic example for developing countries. There is, however, a strong need, particularly in the context of postwar conflict, to formulate policies for reconciliation, peace building, and development at all levels—local, provincial, and national. Decentralization itself is not a new subject; however, how to devolve power to local administrative levels within a unitary system and how to link the devolved power to make local administrative systems more conducive to development and provide better services for citizens are challenging tasks in many countries. Taking into account the developmental, governance, and conciliatory needs and the sensitivity of central–local relations, this volume critically examines the local government systems in Sri Lanka. It also proposes a viable, effective and autonomous local-level administrative unit based, which draws on experiences from Japan and other countries, and identifies the role and functions of such a unit. The book presents commissioned papers from a three-year research project undertaken by internationally respected experts with financial support by the Japan Society for the Promotion of Science (JSPS) under a Grant-in-Aid for Scientific Research.

Strategic Disaster Risk Management in Asia by Huong Ha,R. Lalitha S. Fernando,Amir Mahmood Pdf

This book presents strategies for managing disasters and reducing risks in Asian countries. Given the dynamic changes in the natural environment as well as the patterns of land use and management, the growing populations of the developing nations in Asia, migration patterns, and other social-cultural aspects, the impacts of disasters have increased manifold in Asian countries. Against this backdrop, the book examines disaster management issues such as disaster preparedness, post-disaster reconstruction, peace, development and corruption. The views of different groups of stakeholders are incorporated in the discussion to ensure a comprehensive analysis of and findings on the governance process, as well as best practices in pre- and post-disaster management. The book also includes chapters focusing on aspects often overlooked in the context of disaster management, such as the need to invest in public education to improve public awareness, and approaches to supporting the disabled, the vulnerable and the elderly from disaster risks. In closing, the book presents research on disaster management methods employed by different countries in the Asian region. Acknowledgement: The editors acknowledge the role of the Network of Asia Pacific Schools and Institutes of Public Administration and Governance (NAPSIPAG), which is the largest governance research network in the Asia Pacific region,in bringing out this book. Human Rights in Developing Countries, Yearbook 1994 by Peter R. Baehr,Hilde Hey,Jacqueline Smith,Theresa Swinehart Pdf

Since 1985 seven Yearbooks have appeared containing articles on recent developments with regard to human rights in developing countries. Besides topical information on current issues and trends that pertain to these countries in general, the Yearbook describes the current situation in a selected group of developing countries. The Yearbook 1994 contains national reports on Angola, China, Ghana, Honduras, Pakistan, Sri Lanka and Tanzania. The authors and editors of the Yearbook use a broad definition of human rights meaning not merely civil and political rights but economic, social and cultural rights as well. This broad and modern perspective on the issue is reflected in the contents of the national reports and in the thematic studies in the first part of the book, covering a wide range of issues relevant to human rights in the developing world. Among the topics covered by the thematic studies this year are the Convention on the Rights of the Child, the influence of recognized human rights standards in the national politics of Eastern Europe, the social cost of adjustment and human rights protection and an evaluation of recent positive measures taken in the sphere of North-South cooperation. The Yearbook is an initiative of human rights institutes in Austria, Denmark, Norway, Sweden and the Netherlands with the purpose of reaching a wide audience interested in both human rights and development aid issues.
