Excerpt from Animals' Rights Considered in Relation to Social Progress AS a memorial of work done on behalf of the rights of animals, it has been thought fitting, by members and friends of the late Humanitarian League, that a new edition of this little book should be published in the year that brings the centenary of Martin's Act, the first legislation for the prevention of cruelty to the non-human races. Of the progress made in this branch of ethics, since 1822, some account is incidentally given in the book; and during the last few years the advance has been steadily continued. Attention has been drawn, for instance, to the antiquated methods employed in the slaughter of animals for food; and this has corres ponded with an increase in the practice of vegetarian ism. The treatment of other domestic animals, such as pit ponies, and the worn-out horses exported to the Continent, has stirred the public conscience; and at the same time the cruelty and folly of what is technically known as the wild animal industry - the kidnapping of specimens for exhibition in zoological gardens, or as performing animals on the stage are becoming better understood. Keith Tester writes that, in 1894, Salt created an "epistemological break," by being the first writer to consider the issue of animal rights explicitly, as opposed to better animal welfare. In Animals' Rights: Considered in Relation to Social Progress, Salt wrote that he wanted to "set the principle of animals' rights on a consistent and intelligible footing, [and] to show that this principle underlies the various efforts of humanitarian reformers ...": Even the leading advocates of animal rights seem to have shrunk from basing their claim on the only argument which can ultimately be held to be a really sufficient one--the assertion that animals, as well as men, though, of course, to a far less extent than men, are possessed of a distinctive individuality, and, therefore, are in justice entitled to live their lives with a due measure of that 'restricted freedom' to which Herbert Spencer alludes.He wrote that there is no point in claiming rights for animals if we subordinate their rights to human interests, and he argued against the presumption that a human life necessarily has more value than a nonhuman one: [The] notion of the life of an animal having 'no moral purpose,' belongs to a class of ideas which cannot possibly be accepted by the advanced humanitarian thought of the present day--it is a purely arbitrary assumption, at variance with our best instincts, at variance with our best science, and absolutely fatal (if the subject be clearly thought out) to any full realization of animals' rights. If we are ever going to do justice to the lower races, we must get rid of the antiquated notion of a 'great gulf' fixed between them and mankind, and must recognize the common bond of humanity that unites all living beings in one universal brotherhood."

As Mandeville, whether cynic or moralist, has been credited by some opponents of the rights of animals with being the author of that pernicious theory, I quote a few sentences from the most famous of his volumes: "I have often thought," he says, " if it was not for this tyranny which custom usurps over us, that men of any tolerable good-nature could never be reconcil'd to the killing of so many animals for their daily food, as long as the bountiful earth so plentifully provides them with varieties of vegetable dainties. ... In such perfect animals as sheep and oxen, in whom the heart, the brain and nerves differ so little from ours, and in whom the separation of the spirits from the blood, the organs of sense, and consequently feeling itself, are the same as they are in human creatures; I can't imagine how a man not harden'd in blood and massacre is able to see a violent death, and the pangs of it, without concern. In answer to this, most people will think it sufficient to say that all things being allow'd to be made for the service of man, there can be no cruelty in putting creatures to the use they were design'd for; but I have heard men make this reply while their nature within...
