The housing stock is dominated by owner-occupied, multi-apartment buildings that are energy inefficient and face persistent quality gaps. While average household spending on housing is relatively low, house prices have been rising, and many households cannot afford to move to higher quality homes that better suit their needs.

Republic of Lithuania by International Monetary Fund Pdf

This 2006 Article IV Consultation highlights that following exceptional economic progress, based on macroeconomic stability and economic flexibility, imbalances and cautionary signals have emerged for Lithuania. Centered around nontraded goods production, GDP grew 7.5 percent in 2005. Most indicators suggest a tightening of resource use: a declining unemployment rate, high capacity utilization, and buoyant asset prices. The current account deficit has remained sizable, with significant reliance on bank and market-based financing to cover it. Rapid credit growth has supported a growing household appetite for mortgages and corporate demands in nontraded sectors.

Investments to Improve the Energy Efficiency of Existing Residential Buildings in Countries of the Former Soviet Union by Eric Martinot Pdf

In the 1990s, the issue of human resource development in Malaysia has gained prominence in public and private policy circles. Discussions center around training policy, where there are concerns about acute labor shortages, and around industrial development policy, which strives to maintain a skilled and well-trained workforce to increase competitiveness and attract foreign direct investment. But policymakers have been forced to make critical decisions on resource allocation and to design policies without access to comprehensive training data, especially from the private sector. This usually results in supply-oriented policies stemming from mismatches between skills supplied by public training institutions and those actually needed by industry. This report attempts to fill this information gap on private sector training as an aid in formulating training policies that are more demand-driven. The report contains rigorous analysis of private sector-led training and addresses the issue of whether firms in Malaysia underinvest in training. Data came from the Malaysia Economic Planning Units 1994-95 survey and analysis of 2,200 manufacturing firms. The survey elicited information on firm-sponsored training and on a wide range of firm attributes, including size, industry, local or foreign ownership, equipment technology, quality control systems, markets and exports, workforce characteristics, wages and other compensation, and production. The data document, for the first time, the incidence and characteristics of training in Malaysian industry, across firms of different sizes, ownership, and output profiles. The data create an unprecedented opportunity to study the critical links between training, new technology, and quality control. A joint publication of the World Bank, the United Nations Development Programme, and the Malaysia Economic Planning Unit.

Housing Change in East and Central Europe by Sasha Tsenkova Pdf

Ten years after the fall of the Berlin Wall, patterns of change to the former communist nations of Europe are now discernible in a way that was impossible to see in the initial years. This insightful book focuses on the case of changes in housing based on evidence collected from across the Central and Eastern European region. The volume adopts a conceptual framework and provides cross-regional analysis, amongst which is situated a series of more focused case studies. Issues examined include the consequences of the rapid privatization of state rental housing including the emergence of 'super-owner-occupied' countries, dramatic changes in urban structure and evidence that housing, having been the shock absorber against which wider economic restructuring has occurred, now faces a whole series of deferred problems. The enthusiasm with which the market economy was initially embraced must now be tempered by a more sober assessment of what in reality has happened.
