"Canada has more than 23,000 railway crossings and 50% of these crossings are not equipped with active warning systems. More than 300 accidents occur annually at railway crossings. In 1994 there were more than 55 fatalities, several serious injuries and millions of dollars in property damage. Accidents occur equally at crossings with either active or passive warning systems. In recent years, Intelligent Transportation Systems (ITS) technologies have evolved to a point where, for both the road and rail sides, fail-safe systems can be demonstrated.
