This regulation does not apply to installations and activities, or parts thereof, which have been licensed to the District of Columbia or to any state, territory, or commonwealth of the United States for use by the National Guard; single project-owned or leased civil works facilities of the U.S. Army Corps of Engineers; national cemeteries; facilities occupied by Army activities as tenants when support is provided by another government agency. In areas outside the United States, Status of Forces Agreements or other country-to-country agreements may take precedence over this regulation.

Depending on the military installation location, well-planned energy and water use savings can represent thousands to hundreds-of thousands dollars each year, and many can be achieved with minimal cash outlays.
