In recent years the narrative surrounding China’s “peaceful rise” has given way to a more ominous story of friction, ambition, and great-power rivalry. As Chinese foreign policy has grown more nationalist and assertive, its intensifying competition with the U.S. has assumed center stage. The impact on China's neighbors, by contrast, and their evolving responses, have received comparatively less attention. The Realist theory of international relations suggests the rapid accumulation of power by one nation-state will prompt its neighbors and peers to adopt Balancing strategies. They will strive enhance their internal defense capabilities and forge new external security partnerships to hedge against this potential new threat. Have these predictions rung true? Are key Indo-Pacific capitals Balancing, and drawing closer to the U.S. as insurance against Chinese aggression? Or is China a new breed of rising power, challenging traditional theories of international relations in a newly-globalized, economically interdependent world? In Asia’s Quest for Balance: China’s Rise and Balancing in the Indo-Pacific leadingauthor-experts from Australia, India, Indonesia, Japan, Malaysia, Myanmar, the Philippines, Singapore, and Vietnam explore these questions and more, decoding China’s complex and evolving relationships with its neighbors and exploring how their responses are altering the security landscape of the region. Institutional Balancing in the Asia Pacific by Kai He Pdf

This book examines the strategic interactions among China, the United States, Japan, and Southeast Asian States in the context of China’s rise and globalization after the cold war. Engaging the mainstream theoretical debates in international relations, the author introduces a new theoretical framework—institutional realism—to explain the institutionalization of world politics in the Asia-Pacific after the cold war. Institutional realism suggests that deepening economic interdependence creates a condition under which states are more likely to conduct a new balancing strategy—institutional balancing, i.e., countering pressures or threats through initiating, utilizing, and dominating multilateral institutions—to pursue security under anarchy. To test the validity of institutional realism, Kai He examines the foreign policies of the U.S., Japan, the ASEAN states, and China toward four major multilateral institutions, Asia-Pacific Economic Cooperation (APEC), the Association of Southeast Asian Nations (ASEAN) Regional Forum (ARF), ASEAN Plus Three (APT), and East Asian Summit (EAS). Challenging the popular pessimistic view regarding China’s rise, the book concludes that economic interdependence and structural constraints may well soften the "dragon’s teeth." China’s rise does not mean a dark future for the region. Institutional Balancing in the Asia Pacific will be of great interest to policy makers and scholars of Asian security, international relations, Chinese foreign policy, and U.S. foreign policy.

Agricultural transformation in Asia by Food and Agriculture Organization of the United Nations Pdf

Over the past few decades, some countries in Asia have been more successful than others in addressing poverty and malnutrition. The key question is what policies, strategies, legislation and institutional arrangements have led to a transformed agricultural sector, effectively contributing to poverty alleviation and addressing malnutrition. The great majority of national policymakers within and outside the Asia-Pacific region are keen to understand the causes of agricultural development and transformation in successful countries in Asia. A large number of studies have been conducted and some of them link specific public policies and interventions to successful agricultural transformation. However, there seems to be lack of focus on the policy, legislative and institutional environments that have enabled or impeded agricultural transformation in Asia. National policymakers are likely to benefit significantly from adequate and convincing information on successful and relevant experiences in successful transformation. Countries are interested in what their neighbours and peers have done, and why some have achieved impressive results. The main purpose of this study is to take stock of public sector experiences in facilitating and enabling agricultural transformation in selected countries in Asia. The study focuses on key public sector interventions, in particular policies, legislation and institutional innovations, because these areas have so far not been adequately researched.

India in the Indo-Pacific by Aditi Malhotra Pdf

In view of the fast-changing world order, emerging countries are increasingly influencing the dynamics of regional securities. This timely and in-depth book examines India’s reorienting strategic posture and describes how New Delhi’s security policy in the Indo-Pacific region has evolved and expanded over the past two decades. The author argues that India’s quest to leverage its geostrategic location to emerge as an Indo-Pacific actor faces multiple challenges, which create a clear divide between the country’s political rhetoric and action on the ground. The author critically examines these contradictions to better situate India's security role in an increasingly fluid Indo-Pacific region.

Environmental Change in South-East Asia by Raymond Bryant,Michael Parnwell Pdf

Environmental Change in South-East Asia brings together scholars, journalists, consultants and NGO activists to explore the interaction of people, politics and ecology. Ostensibly "green" activities - plantation forestry, eco-tourism, hydro-electricity - are revealed as guises used by elites to promote their own political and economic interests. Highlighting fatal flaws in presently exclusive economic and ecological approaches, the authors stress that neither the quest for sustainable development nor the process of environmental change itself can be understood without reference to political processes.

Globalisation and Local Conflicts in Africa and Asia by Yukiko Nishikawa Pdf

This edited book is written by six authors from Asia and Africa. The individual authors focus on their own country's case or cases that they have been working on. The book features local conflicts in six countries in Asia and Africa and identifies how the local conflicts are affected by the forces of globalization. Cases include Nigeria's oil-related conflicts, the Democratic Republic of Congo's timber conflicts, continuing instability in Mozanbique, Thailand's conflict with regard to AIDS medicine, Myanmar's local conflicts after its reforms, and the Afghanistan’s conflicts over minerals. From these diverse case studies, the book examines how globalization and international politics affect local politics and conflicts, and vice versa. Even seemingly internal conflicts are shown to be significantly influenced by globalization forces and to create new dynamism in local politics. While there are other books that explore globalization and conflicts, many of them are conceptually organized with a small number of case studies. The present volume examines local conflicts in relation to globalization and demonstrates how structural inequality vis-a-vis weak stateness and statehood are significantly affected by global political economy.

Understanding Security Role Evolution of US, China, and India by Aditi Malhotra Pdf

This book revolves around the altering security roles of three pivotal powers – the US, China, and India. Each of these actors has experienced incremental changes in their external roles and behaviour over the last two decades, which are determined by the range of domestic and international factors. As each country works towards performing its revised security roles, the policymakers are subject to dilemmas and challenges that impact policy implementation and conduct. Using the framework of role theory, the book analyses the role evolution of these countries and elucidates its link with their security policies in the Indo-Pacific and on the global stage. In the process, it also examines the systemic and sub-systemic factors that determine the foreign and security behaviour of these critical Indo-Pacific countries. Accessibly written, this volume will be of great interest to scholars and researchers of international relations, security and intelligence studies, political science, and foreign policy. It will also be of great interest to policymakers, career bureaucrats, security and intelligence practitioners, and professionals working with think tanks and embassies.

The New World Politics of the Indo-Pacific by Josukutty C A,Joyce Sabina Lobo Pdf

The book offers a vivid analysis of the new geopolitics in the Indo-Pacific in terms of big power rivalry between the US-China and country-wise perspectives situating largely within the late 2000s and culminates with the developments of the COVID-19 period. The great power shift, marked by the rise of China and the relative decline of the US, poses a serious challenge to the balance of power in the Indo-Pacific region and the world order in general. Ironically, the play of realism in the region is stymied by broad partnerships of key countries that utilise the liberal approaches of cooperation with both rivals – the US and China. The book captures the mosaic of stakeholders – rivals the US and China along with Russia; other QUAD members Australia, India, and Japan; key ASEAN members, Indonesia, Malaysia, Singapore, and Vietnam; vulnerable states in East Asia, viz. Taiwan and South Korea; and groupings including the ASEAN and QUAD – that constitute the new world politics of the Indo-Pacific. The volume will be of great interest to scholars and researchers of Indo-Pacific studies, global politics, and international relations.

The Balance of Power and State Policies by Zhipei Chi Pdf

This book utilises publicly available materials, such as US diplomatic cables leaked about a decade ago, to provide an inside look at the regional dynamics between China and its East Asian neighbours. It is increasingly important in this field to step out of the echo chamber of the West-dominant narratives, and to adopt a realistic assessment of the region. There is a near consensus that East Asia is the most important region in the 21st century due to the size of its population and economy. Nevertheless, alarmist predictions about its future stability keep coming from pundits. Indeed, East Asia in the aftermath of the Cold War might provide the most likely case study for realists to prove their pessimism about inter-state relations due to historical rivalries, territorial disputes, economic competition, great power politics and deep-rooted realist beliefs among politicians in the region. However, East Asia has stayed defiant to these Western framings of regional dynamics. People interested in East Asia and Chinese foreign policy will find this book useful in furthering their understanding of how China has interacted with other East Asian states in the post-Cold War setting in light of tradition, regional structure and great power competitions.

Development, Governance and Environment in South Asia by Mohammad Alauddin,Samiul Hasan Pdf

The worst chemical disaster ever could be happening right now. In India and Bangladesh between forty and eighty million people are at risk of consuming too much arsenic from well water that might have already caused one hundred thousand cancer cases and thousands of deaths. Many millions elsewhere in South-East Asia and South America may soon suffer a similar fate. Venomous Earth is the story of this tragedy: the geology, the biology, the politics and the history. It starts in Ancient Greece, touches down in today's North America and takes in William Morris, alchemy, farming, medicine, mining and a cosmetic that killed two popes.
