In 1954, the Haillom people were evicted from Etosha by the South African-con-trolled South West African Administration. In 2015, the Haillom filed the case of Tsumib v Government of the Republic of Namibia in the High Court of Namibia. "Beggars on our own land ..." unravels the historical and contemporary socio-legal complexities that led to the Tsumib case. At the core of the case lies the legal question, how can the Haillom people approach the Namibian Courts in order to claim compensation for the loss of their ancestral lands? Odendaal goes into detail how the Tsumib case materialised under the post-inde-pendence Namibian constitutional discourse. He assesses the Namibian land re form programme and its oversight in dealing with historical land dispossessions. He inspects Haillom "identity" and how it was used to strengthen their case. He concludes with an examination of Namibia's outdated and restrictive legal frame-work, which ultimately denied the Haillom people their constitutional right to be heard in the Namibian Court. While the future of ancestral land claims in Namibia depends on the political will of the Namibian government, Odendaal argues that the Namibian courts have a duty to comply with the rights giving nature of the Namibian Constitution that lays the foundation for the Haillom people's ancestral claims.

This story, and a perusal of the accompanying chronology, reveals how a fierce and united people have achieved their freedom against superior forces. The author retired from the federal government, as a senior intelligence analyst, after thirty-six years of service. He served three years in the Army during the Korean War but was assigned to the Armed Forces Security Agency (AFSA) in the District of Columbia area in late 1952. Shortly after his assignment, the agency was renamed the National Security Agency (NSA). After his enlistment was up, he converted to civilian service with the NSA. He was sent to Germany as an adviser to a military intelligence battalion (Army Security Agency), that was deployed along the East-West German border and then returned to the headquarters NSA. The writer has traveled extensively in Vietnam. He has visited places on the coast from just south of Hue to Vung Tau, the mountains around Kontum and Pleiku, the Saigon area including Ben Hoa Cholon, and in the Vietnamese delta, My Toe and all the way to the town of Ha Tien on the Vietnam/Cambodian border on the Gulf of Thailand. He met and conversed with many native Vietnamese, vacationed with a Vietnamese family (a girlfriend, her mother and a young son) in the old French beach vacation town of Vung Tau, and for a brief time taught English to some young Vietnamese monks who gave him a tour of their residence and introduced him to their ways of life. After returning to NSA he used his off duty time to volunteer in the attempt to get Vietnamese refugee families together. He assisted at one of the refugee camps and for a time sponsored one, three-generation, family providing them with a residence and trying to familiarize them with the American ways of life. He has obtained official correspondences from the Truman library concerning Vietnam, including a message from Ho Chi Minh.

In this study, Adams probes the accomplishments and the failings of these so-called dépôts de mendicité, as seen by critics of the experiment (including learned judges and influential spokesmen of the provincial Estates) and as seen by those responsible for its success: the provincial intendants, the royal engineers, the doctors, the inspectors, the contractors, and various givers of advice. He shows how the debate--both internal and external--over the operation of the dépôts contributed to the intellectual ferment of the Enlightenment and the Revolution. The resulting web of reasoning and empirical data gave support to Montesquieu's principle that the state owes every one of its citizens "a secure subsistence, suitable food and clothing, and a manner of life that is not contrary to good health."
